Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is December 11, 2025. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section CONTENT REQUIREMENTS 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. 1. PREVOIUS COMMENT 1: Draw, label, and dimension the short-term bicycle parking facility specific to the area proposed as noted by the Standard above. PREVIOUS FOLLOW UP COMMENT 1: It appears the bicycle rack location will impede the pedestrian circulation. Please consider relocating the bicycle rack so it does not impede pedestrian circulation but still maintains the maximum 50’ distance to any main entrance (Consider relocating the bicycle rack to a possible location such as in the southeast landscape island next to the accessible parking). Or, dimension this area to show a minimum 4’ wide pedestrian circulation continuous path is maintained. NEW FOLLOW UP TO COMMENT 1: The previous comment is still applicable. When a bicycle is parked on the inside and outside of the bicycle rack, 2’ – 6” of the bicycle parking space encroaches into the 4’ minimum pedestrian circulation access. Per Technical Standards 7-01.4.0.4.3 Sidewalk Specifications – “All sidewalks must be a minimum of four feet wide and installed to avoid any obstruction which decreases the minimum width to less than four feet” Consider relocating the bicycle rack to a possible location such as in the southeast landscape island next to the accessible parking. From this location it appears the bicycle rack will meet the 50’ maximum distance to both public entrances. COMMENT: Additional zoning comments may apply on the next submittal based on the corrected resubmittal and response to zoning comments.
