To whom this may concern, Thank you for the opportunity to comment on TD-DEV-1123-00452, a development plan for a new storage building at 6340 S Santa Clara Ave. This development is located in the S.W. quarter of the S.E. quarter of Section 11, Township 15S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 138-03-031J, covers approximately 6.576 ± acres, and is zoned as Residence Zone 3 (R-3). The nearest major roadway intersection is West Valencia Road and Santa Clara Avenue, approximately 750 feet to the southeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06 Checklist for Minor Changes to Commercial/Industrial Sites. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is November 19, 2024.

2-06.3.0 FORMAT REQUIREMENTS

10. COMMENT: Provide a sheet index on the first sheet.

2-06.4.0 CONTENT REQUIREMENTS

1. COMMENT: Provide an email address for the Surveyor listed on the plan.

2. COMMENT: Provide the development package case number, TD-DEV-1123-00452, adjacent to the title block on all sheets.

2. COMMENT: The page number and the total number of pages in the package (i.e., sheet xx of xx) shown on sheet 1 is not correct as 3 sheets were submitted. Also provide the page number and the total number of pages on sheets 2 & 3.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. COMMENT: Provide a general note stating “EXISTING ZONING IS R-3.”

3. COMMENT: Provide a general note that identifies the existing use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. The use should be “MULTIFAMILY DEVELOPMENT SUBJECT TO USE SPECIFIC STANDARD 4.9.7.B.6.

5. COMMENT: As you are adding a building to the site provide a building area expansion calculation on the plans that clearly shows the expansion percentage.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

1. COMMENT: All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

2. COMMENT: The vehicle parking calculation is not correct. Per UDC Table TABLE 7.4.4-1: MINIMUM NUMBER OF MOTOR VEHICLE SPACES REQUIRED, RESIDENTIAL USE GROUP, Multifamily Dwellings - 0-70 units/acre, the required number of vehicle parking spaces is based on the number of bedrooms in each unit. Review the table and provide a correct vehicle parking space calculation.

2. COMMENT: Clearly demonstrate that the vehicle parking spaces adjacent to the proposed shed to the east and west meet the requirements of UDC Article 7.4.6.D.2.b.

2. COMMENT: Clearly demonstrate that the requirements of UDC Article 7.4.6.F.2.b are met from the proposed shed to the PAAL to the south.

6. COMMENT: Provide the height of the proposed shed so that perimeter yard setback requirements can be determined. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Where the wall meets the eave of the roof.
