This review was conducted for compliance with applicable development criteria including the City of Tucson Unified Development Code (UDC), Administrative Manual (AM) Section 2-6, and Technical Standards Manual (TSM) sections governing waste management, pedestrian access, hydrology – retention/detention requirements, and all applicable site standards. The following comments must be addressed prior to approval. Previous Comment #1– The previous Development package case number was incorrectly given by mistake – Revise the provided case number adjacent to the title block on all sheets to be TD-DEV-1025-00262 2. Previous Comment #3 not addressed – Demonstrate how roof drainage will effectively be managed so that roof drainage is not allowed to discharge directly below the pedestrian route associated with the New garage. This may require a gutter system. 3. Wheel Stops Required at Sidewalk-Adjacent Spaces - Wheel stops are required at all parking spaces that abut a sidewalk or pedestrian circulation path where the sidewalk width would be reduced to less than 4 feet by vehicle overhang. Sidewalks measuring 6.5 feet or greater in width are exempt from this requirement, as the additional width accommodates standard vehicle overhang without encroaching on the minimum 4-foot pedestrian clear zone. This will need to be addressed for the parking spaces abutting the sidewalk located south of the existing modular office BLDG [UDC 7.4.6.H] 4. Wheel stops at the Eastern property boundary - When wheel stops are provided within parking spaces, the wheel stop must be placed a minimum of 2.5 feet from the front of the parking stall — measured from the front stall line to the back face of the wheel stop. 5. Previous comment #6 - As this proposal is an expansion to a commercial site that utilizes APC’s, Environmental services approval will be required to accept that they will have no issues in regard to servicing this commercial property within this method (APC’s continuation). Previous comment # 9 – The sheet index on the cover sheet appears to have an error for the last page denoted as pg. 4. Revise accordingly. 7. Clarification required – are the newly proposed landscaped areas along the Southern property boundary intended to have curbing? Revise accordingly to demonstrate that the parking area will be contained and no vehicle will be allowed to physically encroach onto each landscaped area. |

See site zoning comments for additional information on the process required to gain overall site compliance. 2. The Grant Road Improvements are not applicable to what is required within the property limits of this site. Remove the notes with regard to the Grant Road Improvements. 3. Up to 5 feet of the ROW can be used to supplement the 10-foot total width border requirement. 5 feet in the ROW and 5 feet on site. For the additional plants in the ROW near the property line along Grand Rd, DTM review is required. Reach out to David Marhefka (david.marhefka@tucsonaz.gov). If DTM is good with the plants and any additional irrigation for these new plants in the ROW, then an approval letter will be provided. The letter shall be submitted for review and approval by PDSD with the next submittal. 4. The percentage of GFA expansion clearly indicates that this is a full landscape code compliance site. Any commercial site where compliance is required under UDC 7.6 landscape and screening and parking lot canopy trees also triggers the requirement to provide a commercial rainwater harvesting plan and calculations. *This is an existing developed site. With that being said, per the existing contouring and flowline arrows shown on the drainage plan, some commercial rainwater harvesting is achievable. Include a plan that delineates the subwatershed and water harvesting infiltration areas and their interaction and functionality. Include the approved City of Tucson water use budget table. If a copy of the spreadsheet is needed for compliance, then please let me know and a copy will be forwarded to you through email. Make sure the grading plan and commercial rainwater plan provide the same informational content and graphic representation, e.g., spot elevations, curb cut locations, riprapped splashpad inlets, basin top contour outline, etc. Also include a cross section detailing one of the water harvest infiltration areas. If an example of the depressed landscape cross section with maximum side slope, plant placement, screened rock depth, etc. is needed, then please reach out and an example will be provided. 5. The north property line requires the interior landscape border trees. A commercial land use site adjacent to a residence zone requires the border with a wall. See Table 7.6.4-1. A wall currently exists, so just the plant material is required. The boundary is very tight with parking, and the new building has been constructed right on the property line. A variance may be required for the building location and landscape border non-compliance; see Site Zoning comments. 6. All street landscape borders require 50 percent coverage with vegetative ground cover, e.g., shrubs, accents, cacti, groundcover. Show the vegetative ground cover graphically on the plan and in the calculations. The existing plants at the south side of the sidewalk in the ROW along Grant do not count toward this requirement. 7. A four-inch height curb is required around all planting areas. The tree planter island near the southeast access does not appear to have the curbing required to meet this standard. The southwest planter adjacent to the parking stall does not include the curb. Please provide the barrier curbing where applicable. 8. Two of the tree planter islands are 2’ in width, which does not meet the requirements set forth in the following code. SEE UDC 7.6.4.B REFERENCE BELOW: 2. Plant Protection Areas where plants are susceptible to injury by vehicular or pedestrian traffic must be protected by appropriate means, such as curbs, bollards, or low walls. 3. Planter Area For each tree required by this code, a planter area with a minimum unpaved area of 34 square feet and a four-foot minimum width is required. a. The planter area must have a raised border four inches high to prohibit the tires of the vehicle from encroaching onto the planter. Standard wheel barriers are acceptable but not encouraged, as they can be easily moved and could allow damage to the tree. 9. Include a planting legend that provides plant symbols at the correct mature size and to scale on the legend and on the plan view, e.g., botanical name, common name, gallon size at implementation and quantity provided. 10. Include a plant material details sheet. 11. Include a tree root barrier detail for trees planted within 5 feet of hardscape. 12. There is a proposed tree within the SVT (north of the west access). See TSM 5-01.7.0 STANDARDS FOR TREES IN SIGHT VISIBILITY TRIANGLES. Trees may be planted in sight visibility triangles provided that: 7.1 The trunk caliper, at maturity, does not exceed 12 inches in diameter; 7.2 The lowest branch of any tree is at least six feet above the grade of the street or driveway, whichever is the determining factor in the sight visibility triangle; and 7.3 Trees are not planted in a line that could result in a solid wall effect when viewed at an angle. 13. Verify that all shrubs selected to be within the sight visibility triangle will be less than 30” height at maturity. If they will be larger than the 30”, then please switch the plant for another variety that won’t block visibility within that 30” clear zone area. 14. A separate irrigation plan and irrigation details sheet(s) are the industry standard, but I am okay with the irrigation being shown on the planting plan as long as it is clear and concise with line types, line weights and callouts. Include any needed irrigation details required to coordinate and construct this retrofit system. 15. As part of the commercial rainwater harvesting ordinance, an irrigation only meter for the onsite plant material is required per the Tucson Water Conservation Department. Label irrigation meter as “irrigation only”. See TSM 4-01.6.0. Or see City of Tucson Ordinance 10597 -- Sec. 6-182. Rainwater Harvesting Plan: Number 3 (a) A separate water meter connected to the main water supply; or (b) An irrigation sub-meter. 16. For all irrigation lines running under hardscape, provide hardscape saw cuts and sleeves graphically on the plan and provide additional details for construction. Include the sleeve diameter and material. 17. Remove reference to minus rock material within the decomposed granite callouts. A sized, screened rock of your choice including color is the standard for City of Tucson commercial projects. 19. Provide a north arrow on the landscape plan. 20. It is recommended that the site landscape plan set be prepared by a state of Arizona registered landscape architect. If a copy of an approved site landscape plan set prepared by a registered landscape architect is needed for reference, then let me know and an example set will be provided. 21. This project is in the optional Urban Overlay District and the Grant Road Investment District. This designation may provide alternatives for site landscape compliance.
