COMMENTS: 1. Ensure all Zoning and Engineering comments are addressed prior to the Landscape/NPPO comments. 2. Please include the correct Development Package number, TD-DEV-1023-00435 on all landscape & NPPO sheets. 3. Include an NPPO waiver as part of your resubmittal. 4. Please label all existing and future rights of way for W Miracle Mile on all sheets 5. Show all site visibility triangles on plan set sheets. 6. Include a root barrier detail on your planting detail sheet. 7. Please label the separate irrigation meter ‘irrigation only’. TSM 4-01.6.1.A.1. 8. Landscape/NPPO understands this is an existing site and that Commercial Rainwater Harvesting may be difficult, but a CRWH Plan must be produced for this site. Commercial Rainwater Harvesting plan is required per UDC Technical Standards Manual – Section 4-01.3.0. and Section 5-01.0.0 Landscaping and Screening. Adherence to the Low Impact Development Standards outlined in Section 5 of the PCRFCD Design Standards for Stormwater Detention and Retention is required and shall work in conjunction with the Commercial Rainwater Harvesting design. Using Low Impact Development design and water harvesting provides critical basin detention and first flush retention for all new development and impervious area. | 11/16/2023 | Site Zoning | REQUIRES RESUBMIT | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Wyatt Berger Lead Planner PROJECT: Amazon Motel Development Package (1st Review) TD-DEV-1023-00435 TRANSMITTAL DATE: November 16, 2023 DUE DATE: December 5, 2023 COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is November 16, 2024. 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-1023-00435, adjacent to the title block on all sheets. 2. COMMENT: 2-06.4.7.A.5 – Clarify the total number of residential units proposed. 3. COMMENT: 2-06.4.7.A.5 – The site is dual zoned C-2 and MH-1. Provide a calculation of the number of residential units proposed in each zone to verify the maximum residential density requirements within UDC 6.3.4. 4. COMMENT: 2-06.4.7.A.6.a – As an Individual Parking Plan (IPP) is required for the proposed development, if approved, provide a general note stating the case number, date of approval, what was modified, and any applicable conditions of approval. 5. COMMENT: 2-06.4.7.A.8.a – Clarify why the building gross floor area calculation in General Note 5 differs from what is provided in General Note 25. 6. COMMENT: 2-06.4.9.H.5 – Provide a back-up spur with a minimum depth of three feet for the motor vehicle parking space closest to the refuse collection (UDC 7.4.6.F.4.). 7. COMMENT: 2-06.4.9.H.5 – Keynote 40 on Sheet 3 indicates a new rolling gate at the entrance of the site. In the event the rolling gate is locked, demonstrate how motor vehicles can turnaround to exit the site. Per UDC 7.4.6.K, a street or alley cannot be used for maneuvering directly into or from any parking space located wholly or partially outside the public right-of-way. The proposed rolling gate is also within the future right-of-way. 8. COMMENT: 2-06.4.9.H.5.a – The required number of motor vehicle parking spaces is calculated based on the number of bedrooms within each unit (UDC Table 7.4.4-1). Clarify the number of motor vehicle parking spaces required for the site as the calculations within General Note 18 show both 30 and 31 studio units under 400 square feet gross floor area. The number of units in General Note 18 also does not correspond with the number included for the residential density calculation within General Note 17. 9. COMMENT: 2-06.4.9.H.5.a – Zoning acknowledges that an Individual Parking Plan (IPP) is required to be approved to reduce the total number of motor vehicle parking provided to 16 spaces. 10. COMMENT: 2-06.4.9.H.5.a – Per UDC 7.4.5.E.1.b, the required number of Electric Vehicle Supply Equipment (EVSE) is based on the total number of motor vehicle parking spaces required before any reduction has occurred. Ensure the number of EVSE provided reflects the total number of parking spaces required prior to the IPP reduction. 11. COMMENT: 2-06.4.9.H.5.a – Per UDC 7.4.11.B.2, four percent but no less than one of the electric vehicle charging spaces must be accessible compliant. These spaces are accessible electric vehicle charging spaces, not ADA parking spaces. Notate which of the proposed EVSE will be accessible compliant. 12. COMMENT: 2-06.4.9.H.5.d – Bicycle parking proposed within the future right-of-way will require DTM approval. 13. COMMENT: 2-06.4.9.H.5.d – The short-term bicycle parking detail provided does not comply with UDC 7.4.9.B.2.g. A bicycle rack is required to be a minimum of two- and one-half feet from a wall or other obstruction. 14. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the proposed short-term bicycle parking facilities comply with UDC 7.4.9.C.2. 15. COMMENT: 2-06.4.9.I – The future right-of-way detail on Sheet 6 shows the existing one-story building within the future right-of-way of Miracle Mile. Clarify with the Department of Transportation and Mobility (DTM) to determine whether Miracle Mile will be widened and ultimately impact the existing building. 16. COMMENT: 2-06.4.9.R – Demonstrate that the sidewalk width near Keynote 22 on the site plan is at least four feet wide (TSM 7-01.4.3.A). 17. COMMENT: 2-06.4.9.R – Provide a continuous pedestrian circulation path to the proposed dumpster area (TSM 7-01.3.3.B). 18. COMMENT: 2-06.4.9.R – Per ICC A117.1-2009 Section 502.5, the accessible ramp denoted as Keynote 21 is not allowed in the access aisle. 19. COMMENT: Please note that the demolition of the existing pool requires a separate Swimming Pool Demolition Permit.
