This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Clearly label all property lines as well as existing and future ROWs if applicable on landscape plans.

2. Check UDC 5.3.4 SCENIC ROUTE BUFFER AREA permitted improvements section to make sure that the improvements that are being made in the 30 foot scenic buffer are acceptable. Is dumped riprap acceptable within the scenic buffer?

3. Provide an irrigation sleeve across sidewalk to the tree planter island to the northwest of the building.

4. Add a detail for trees planted in the dumped riprap on a slope and at bottom of basin.

5. Add protective fencing detail for preserve in place trees. Show the fence graphically on the planting plan and call it out.

6. There is a TOS Mesquite shown on the plan and isn’t represented in the summary. Update the plan and summary to match.

7. Separate the preserve in place Mesquites from the new Mesquites from nursery in the landscape legend and make sure the counts match on the summary and the landscape legend.

8. Add an Ocotillo planting detail to the plan set. See CoT DTM Standard detail number 404 for reference found here: https://www.tucsonaz.gov/files/sharedassets/public/v/1/government/departments/transportation-and-mobility/documents/404_ocotillo_planting.pdf

9. Provide a multi-trunk tree detail with no stakes and callout to remove the nursery stake.

10. Tree staking notes are included in the tree planting detail. Should a time period advisement for removal of tree stakes for contractor/owner clarity be added to the detail and the general landscape or maintenance notes? This is something I’ve been noticing out on finished project sites. The staking cinch-ties have been constricting and damaging newly planted trees due to never being removed as the tree is maturing.

11. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

12. Provide the development package case number, TD-DEV-0924-00264, adjacent to the title block on all sheets. 2-06.4.3

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is October 01, 2025.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0924-00264, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.4 – The Use Specific Standard, “4.9.9.B.1”, listed under Zoning and Land Use Note 4 is not correct. Review UDC Table 4.8-4 and provide the correct Use Specific Standard.

3. COMMENT: 2-06.4.7.A.6.a – The UDC Articles listed under Zoning and Land Use Note 5 are not correct. Review UDC Article 5 and provide the correct code references.

4. COMMENT: 2-06.4.7.A.6.a – Clearly demonstrate that the requirements of UDC Article 5.3.6.B are met for both Tanque Verde and Houghton.

5. COMMENT: 2-06.4.7.A.7 – It appear that some type of land split or plat is proposed. Provide the case number adjacent to the title block on all sheets. The applicable process will need to be completed prior to approval of this DP.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

6. COMMENT: 2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

7. COMMENT: 2-06.4.9.H.5.a – The required number of vehicle parking spaces is not correct. Review UDC Article 7.4.3.G and provide the correct number of vehicle parking spaces required.

8. COMMENT: 2-06.4.9.H.5.d – The proposed location shown for the short-term bicycle parking does not meet the requirements of UDC Article 7.4.9.C.2.a. If you are going to use UDC Article 7.4.9.C.2.a.(1) provide the finding from the City of Tucson’s Bicycle Coordinator that support the proposed location.

9. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate that the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.f are met for the short-term bicycle parking.

10. COMMENT: 2-06.4.9.H.5.d – Show the proposed location of the long-term bicycle parking on the plan and provide a detail that clearly demonstrates that the requirements of UDC Article 7.4.9.D are met.

11. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirement of TSM Section 7-01.4.1.A are met out to Tanque Verde.

Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
