This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO COMMENTS:

1. Add a general note to all of the CRWH Plans and possibly to the landscape notes on sheet 19 that refer to the civil grading plans for all drainage flow patterns, curb cuts, spot elevations and construction of all basins (WHIA’s).

2. Has the 2.8 feet of street landscape border located in the future ROW been reviewed by DTM? If not, contact David Marhefka at david.marhefka@tucsonaz.gov for review and approval. DTM will provide an approval letter that can be attached to your next submittal if it is determined that permission has been granted to use the ROW. If this is an item that has already been discussed, then please provide correspondence with regard to conversations and approvals for the use of the ROW.

3. All of the tree species chosen within your palette are multi-trunk. Is staking necessary for these trees if they are in good health? Provide a detail for a multi-trunk tree planting with no stakes and note that the nursery stakes shall be removed prior to final site landscape inspection. If in your professional opinion tree stakes are necessary, should a time period advisement for removal of tree stakes be added to the tree planting detail for contractor and owner clarity? This is something being seen out on finished project sites. The staking cinch-ties have been constricting and damaging newly planted trees.

5. Update all references stating sheet # of 38. There are now 44 sheets in the set.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 25, 2024.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. This comment as not addressed. “Office, Storage and Automotive Repair” are not specific uses designated in the UDC. COMMENT: 2-06.4.7.A.4 – Provide a general note that identifies the existing and proposed use of the property as classified per the UDC. List all UDC sections and use-specific standards applicable to the proposed uses. An updated parking table will also be required. Additional comments may be forthcoming.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2. COMMENT: 2-06.4.9.H.5.a – On the vehicle parking requirement table revise the PARKING REQUIRED & TOTAL SPACE REQURIED numbers for both motor vehicle and bicycles to reflect the uses defined as a response to Comment 1 and meet the requirements of UDC Article 7.4.3.A & F.

11/18/2024 Historic REVIEW COMPLETED 4. An archaeological assessment and survey shall be performed by a qualified archaeologist before any grading or other ground modification takes place. If cultural features or remains are found, testing and data recovery shall be completed as needed. Copies of testing plans, testing reports, data recovery plans and final reports shall be submitted to and approved by the City Historic Preservation Office prior to construction work commencing. If, during construction, human remains and/or associated burial items are discovered, ground disturbing activities in the vicinity of the discovery will cease, the discovery site will be secured, and the Arizona State Museum will be immediately notified asrequired under A. R. S. 41-865.


5. Because the archaeological consultant will be conducting excavations within the boundaries of a recorded archaeological site (AZ BB:13:17, ASM), a research design and workplan must be submitted to the ASM (required by state law) and the Tucson Historic Preservation Office (a condition of this rezoning) for prior approval. The ASM will also consult with Native American tribes to develop an project burial agreement to comply with Arizona Revised Statute §41-865, which provides protection to human remains and associated funerary objectsthat exceed 50 yearsin age and are located on private lands.
