This development is located in the S.W. quarter of the S.E. quarter of Section 23, Township 14S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel number 118-11-049J, covers approximately 26.23 ± acres, and is zoned as Park Industrial Zone (P-I) and Light Industrial Zone (I-1). The nearest major roadway intersection is West 34th Street and South Santa Cruz Lane, approximately 50 feet to the northwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. The Tucson Airport Authority approves the proposed project and is not requiring a resubmit of this project. | 05/31/2024 | Site Landscape | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA PDSD SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: PHASE 1 OF NEW INDUSTRIAL SITE ACTIVITY NO: TD-DEV-0923-00398 ADDRESS/PARCEL: 901 W 34TH ST TUCSON/ 11811049J ZONING: I-1 LIGHT INDUSTRIAL ZONE This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed. PREVIOUS COMMENTS INCOMPLETE: 1. Ensure that Zoning comments, and concerns are addressed before landscape section approval. Zoning has additional comments. Please address prior to approval. 2. Include Rezoning Case # C9-09-03 on all sheets adjacent to the title block. The rezoning case number hasn’t been added to this submittal. Please add the rezoning case number to all landscape sheets. 3. Add root barrier detail for planting next to pavement/asphalt. Additional Comments: The root barrier detail shows the root ball of the tree as being very deep. Should it be shown at the same depth as the tree planting detail #1 on sheet 37 of 38 for construction clarity. 4. Show all curb cuts, splashpads, and downspouts on the CRWH Plan. Additional Comments: Several inlet and outlet curb cut labels are still missing. Add labels to the plan. Does WHIA-8 overflow over the curb and into the roadway, or is there an outlet curb cut or some other drainage structure controlling the flow and depth of the WHIA? 5. The CRWH Plan doesn’t meet the 50% required by the CRWH Ordinance. The CRWHP now meets the required 50%. Additional comment: WHIA-2 on the water budget table shows a total area of 94,734 square feet and its catchment/subwatershed is shown as 631,631 square feet. Clearly show on the overall CRWH Plan, sheet 30 of 38 the catchment/subwatershed area for WHIA-2 representing the 631,631 square feet with flow directional arrows to show how the catchment/subwatershed area flows to WHIA-2/New Basin. NEW SITE LANDSCAPE/NPPO COMMENTS: 6. Sheet 21 is labeled sheet 20 of 38. Please update the plan sheet number. 7. Hydroseed mix areas: Identify with a hatch or callouts. 8. There are several plant species in the hydroseed mix that are not found on the native seed list found in TM 5-02.6.0 Exhibit 1. Please update the hydroseed mix with approved species from the list. | 05/14/2024 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Santa Cruz Lane Development Package (2nd Review) TD-DEV-0923-00398 TRANSMITTAL DATE: May 14, 2024 DUE DATE: May 15, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 25, 2024. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 1. This comment was not fully addressed. The rezoning case number was not provided on sheets 19 – 38.COMMENT: 2-06.4.7.A.3 – Provide the rezoning case number to all sheets and provide all rezoning conditions on the plan. 2. This comment as not addressed. Corporate Business Center is not a use designated in the UDC and Storage and Industrial are use groups not uses. COMMENT: 2-06.4.7.A.4 – Provide a general note that identifies the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 3. Provide a copy of the agreement. COMMENT: 2-06.4.9.H.5 – Sheet 5 northeast corner of the site there are improvements shown that appear to be off site within ADOT right-of-way. ADOT will need to review and approve. 4. City Engineer approval is required for these areas. COMMENT: 2-06.4.9.H.5 – Until comment 5 is addressed Zoning cannot determine if UDC Article 7.4.6.I applies for the areas called out under Keynotes 3 & 6. City Engineer approval may be required. 5. This comment was not fully addressed. UDC Article 7.4.6.B.2.a was not addressed. COMMENT: 2-06.4.9.H.5.d – Detail G sheet 13 short-term rack detail clearly demonstrate how the requirements of UDC Articles 7.4.6.B.1.d , .e, 7.4.6.B.2.a, .d .f & 7.4.6.C.2.a .d are met. 6. This comment was not addressed. COMMENT: 2-06.4.9.L – All proposed easements will need to be recorder prior to approval of this DP.. 7. Zoning was not able to find the revised PDP provide a copy with the next submittal. COMMENT: 2-06.4.9.U – As the proposed plan does not match the C9-09-03 Preliminary Development Plan (PDP) contact the PDSD Entitlements Section for PDP revision requirements. https://www.tucsonaz.gov/Departments/Planning-Development-Services/Planning-Zoning-Applications/Entitlements. 8. COMMENT: 2-06.4.9.U – Zoning was not able to find where Rezoning, Land Use Compatibility condition 11 was met. A Master Water Plan has been submitted for this project to Tucson Water for review under TDCO# TW-MWP-0524-00027. It shows the same general alignment of the public water mains, the same fire hydrant locations, and the same proposed water connections as those shown on this development package. If these items do not change on the development package, Tucson Water does not need to continue to review the development package. 2.
