Thank you for the opportunity to comment on TD-DEV-0923-00390, the development plan for the demolition of existing pool structures within existing public park and construction of new public pool, splashpad, and aquatics building at 6100 S 12th Avenue. This development is
located in the N.E. quarter and S.E quarter of the N.E. quarter of Section 11, Township 15S, Range 13E, of the Gila and Salt River Meridian. The development site occupies parcel numbers 138-01-001D and 138-01-001E, covers approximately 37.73 ± acres, and is zoned as Residence Zone 1 (R-1). The nearest major roadway intersection is West Calle Ramona and South 12th Avenue, approximately 1000 feet to the northeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.
Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

COMMENTS:
1. Ensure that Zoning, Engineering comments, and concerns are addressed before landscape section approval.
2. Provide the development package case number, TD-DEV-0923-00390, adjacent to the title block on all sheets. 2-06.4.3
3. Include an NPPO waiver form. An NPPO is required per UDC 7.7.3-B. A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval. A site visit was performed on 10.21.2023 by Landscape/NPPO and no protected plants were located on-site, but please submit the form anyway.
4. Working under the assumption that the proposed turf on-site is to match existing, can something be done to minimize the amount going in, for example, several tress and d.g. in the area?
5. As parks are not inherently commercial entities and are large swaths of pervious surfacing like turf, the CRWH Plan requirements are not necessary.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 24, 2024.
