| 10/19/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: United Rentals Development Package (1st Review) TD-DEV-0923-00388 TRANSMITTAL DATE: October 18, 2023 DUE DATE: October 27, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is October 03, 2024. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.4 – Sheet C4 will not be reviewed for compliance with the electrical codes during development package review and will require a separate permit. 2-06.3.0 FORMAT REQUIREMENTS 2. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. CONTENT REQUIREMENTS 3. COMMENT: 2-06.4.1 -Provide an email address for the engineer listed on the cover sheet. 4. COMMENT: 2-06.4.2.D – The title block shall include the page number and the total number of pages in the package (i.e., sheet xx of xx). 5. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0923-00388, adjacent to the title block on all sheets. 6. COMMENT: 2-06.4.4 - The project-location map to be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile, and provide the following information. 7. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area; 8. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property; and, 9. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 10. COMMENT: 2-06.4.7.A.2 - List the gross area of the site/subdivision by square footage and acreage. 11. COMMENT: 2-06.4.7.A.4 – As a general note provide the existing use. 12. COMMENT: 2-06.4.7.A.4 – Based on the definition of Vehicle Rental and Sales, The sale, lease, and/or rental of automobiles, motorcycles, noncommercial trucks, boats, vans, motor homes, trailers, or other recreational vehicles. Typical uses include automobile and truck dealers and rental agencies, the proposed use is not correct. Following discussion with staff and the Zoning Administrator this use should be considered Heavy Equipment Sales, a use allowed in the I-1 & I-2 zone subject to Use Specific Standard 4.9.13.Q. 13. COMMENT: 2-06.4.7.A.6.a - As I-10 is designated as an State & Interstate Route on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R). 2-06.4.7.A.8 - For development package documents provide: 14. COMMENT: 2-06.4.7.A.8.a – Based on aerial photos there are several structures located on parcel 101-20-032C and a storage container on 101-20-032D. These structures are present on 2022 aerial photos. Clarify if the structures are to remain and if so show them on this DP. If removed from site provide approve demolition permits for these structures. 15. COMMENT: 2-06.4.7.A.8.a – Based on aerial photos there is a structure located west of Building 2 that is not shown on this plan. This structure is present on 2022 aerial photos. Clarify if this structure is to remain and if so show it on this DP. If removed from site, provide approved demolition permits for these structures. 16. COMMENT: 2-06.4.7.A.8.a –Site Legend note C refers to a wash bay to be removed, a separate demolition permit is required. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 17. COMMENT: 2-06.4.8.C – For the I-10 frontage road and Diamond St provide the right-of-way width, type and dimensioned width of paving, curbs, curb cuts, and sidewalks as applicable. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 18. COMMENT: 2-06.4.9.B – As this site is made up of five (5) parcels, 101-20-033D, 101-20-033F, 101-20-032C, 101-20-032D & 10120031E, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Office Combo Request form with the next submittal. 19. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. 20. COMMENT: 2-06.4.9.H.5 – As this is an expansion of use area and additional equipment storage area is proposed, clarify how dust control will be provided for the storage areas. Per UDC Article 7.4.6.I.1.d approved by the City Engineer may be required. 21. COMMENT: 2-06.4.9.Q – Provide the height of each building within the footprint. 22. COMMENT: 2-06.4.9.Q – Clarify if the wash bay building will be replaced or if this will only be a concrete pad without a building or shade cover. If a new building or shade cover is proposed clearly show it on the plan and provide the square footage and height within the footprint. 23. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met.
