10/10/2023 ROW Engineering Review REQUIRES RESUBMIT TD-DEV-0923-00385 (2637 N ORACLE RD TUCSON, AZ 85705)

Please resubmit revised drawings along with a detailed response letter which states how all comments were addressed.

Comments:

1. Please add the Existing ROW and Future Row dimensions to the site plan. Paving plan i-88-042_060 indicates the current ½ ROW from Center Line of Oracle is 65’. Future ROW should be 75’ from the Oracle Rd Center Line (100’ from the Section Line).
2. The existing Oracle Rd ROW is around 135’ but the Future ROW is 150’, so existing and future should not the be same, as described on pages 11-15.
3. A Private Improvement Agreement (PIA) is required for this project because the required curb and sidewalk will be over 300’ long and along an MS&R ROW. For details about PIAs, visit https://www.tucsonaz.gov/Departments/Transportation-Mobility/Private-Improvement-Agreement Email PIASubmittals@tucsonaz.gov to begin the process.
4. AM 2-06.4.8.C – Please dimension the width of existing and proposed curbs, curb cuts, and sidewalks and provide offset dimensions between these elements and the ROW.
5. TSM 10-01.3.3.D.1.d - Lateral transitions in sidewalk shall be 3:1, longitudinal to lateral. Please label these ratios on the site plan.
6. Add note “Join new to existing per P.A.G. SD 203” where new sidewalk meets existing.
7. Due to adverse impacts, the proposed stormwater discharge flow into Oracle Rd cannot be accepted. Kreuger Wash Critical Basin management area requirements including that this watershed does not allow for any flow to enter Oracle Rd. Show for other proposed outflow concentration points that critical basin management requirements of 15% or more reduction have been achieved for the 2 and 10 year events.
8. Does the 1P discharge flow east or west along Kelso? East on Keslo and then onto Oracle cannot be accepted for the same reason sited above.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is September 12, 2024.

CONTENT REQUIREMENTS

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.4 – The use shown on the plan does not appear to be correct and are not uses as defined in the UDC. Based on discussions with Staff and the architect the proposed uses should be “Religious Use, Group Dwelling & Food Service subject to Use Specific Standards 4.9.4.M.1 and 4.9.13.P.

COMMENT: 2-06.4.7.A.6.a – As Oracle is designated as an Arterial Gateway on the COT MS&R Map revise Zoning and Land Use Note 7 to include “UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)”

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. COMMENT: 2-06.4.9.E – As this site is made up of two (2) parcels, a lot combination is required. Provide a copy of the approved Pima County Assessor’s Combo Request form or a letter from the Assessor’s Office stating the combo is approved.

4. COMMENT: 2-06.4.9.H.5 – Fully dimension all back-up spurs shown on the plan, UDC Article 7.4.6.F.4.

5. COMMENT: 2-06.4.9.H.5.a – The vehicle parking calculation needs to be revised based on discussions with Staff and the architect.

6. COMMENT: 2-06.4.9.H.5.a – Demonstrate how the requirements of UDC Article 7.4.11 & .12 are met.

7. COMMENT: 2-06.4.9.H.5.a – Clearly how the requirements of ICC A117.1-2009 Section 502.4.4 are met for the southern most accessible parking space access aisle.

8. COMMENT: 2-06.4.9.H.5.d – Based on Staff and the architect short- & long-term bicycle will need to be provided for the Religious, Group Dwelling & Food Service uses only.

9. COMMENT: 2-06.4.9.H.5.d - The short- & long-term bicycle parking calculation needs to be revised based on discussions with Staff and the architect.

10. COMMENT: 2-06.4.9.H.5.d – Keynote 56 sheet 4 references “NUMBER OF SPACES AS NOTED” but Zoning was not able to find any notes on the plan.

11. COMMENT: 2-06.4.9.H.5.d – Detail 5 sheet 8, Note 5 references “LONG TERM BIKE PARKING POSTS SHALL HAVE THE TC-LOGO FACING OUT FROM THE ADJACNET WALL”. If the proposed long-term bike parking post is similar to the post shown on the detail it does not meet the requirements of UDC 7.4.9.D. If you propose to provide all long-term withing the dwelling units, no post or detail is needed.

12. COMMENT: 2-06.4.9.L – There is a “NEW 15’ X 15’ ELECTRIC EASEMENT” called out on sheet 6. This easement will need to be recorded. Zoning recommends that you remove the “SEQ#_______” reference from the plan so that if needed the requirement for recordation can be placed on a C of O for one of the main buildings.

13. COMMENT: 2-06.4.9.O – It’s not clear if what appears to be 4 separate buildings shown along the south end of the property is 4 separate buildings or a single building under one roof.

14. COMMENT: 2-06.4.9.Q – Provide the height for all existing and proposed walls.

15. COMMENT: 2-06.4.9.R – Clearly demonstrate how the requirements of ICC A117.1-2009 Section 505 are met for the handrails shown on detail 9 sheet 8 “RAMP “F” and for the stairs called out under Keynote 60 sheet 4.

16. COMMENT: 2-06.4.9.R – Keynote 17 sheet 4 references “WIDTH AS NOTED” but Zoning was not able to find widths for all sidewalks shown on the plan.
