Site Engineering Comments:
1. Provide the development package case number, TD-DEV-1025-00255, adjacent to the title block on all sheets.
2. Provide the general note “The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall.” Administrative Manual 2-06.4.7.B.1
3. Provide the general note “Drainage will remain in its natural state and will not be altered, disturbed, or obstructed other than as shown on this site plan.” AM 2-06.4.7.B.3
4. Provide the general note “No structure or vegetation shall be located or maintained so as to interfere with the sight visibility triangles in accordance with Section 10-01.5.0, Sight Visibility, of the Technical Standards Manual.” AM 2-06.4.7.C.2
5. Previous comment #6 not addressed. It will be required that all existing trash/recycle dumpsters be brought up to current commercial code. This includes the construction of trash enclosure(s). Requirements and expected figures and details can be found in technical standards manual 8-01.0.0. Please provide the correspondence referenced to.
6. Previous comment not addressed, Provide waste stream calculations for the entire site in accordance with TSM 8-01.8.0. Please provide the correspondence referenced to.
7. The proposed hatched pathway leading to the dumpsters is not sufficient for a pedestrian pathway. It is required that “Sidewalks associated with PAALs must be physically separated from any vehicular travel lane by means of curbing, grade separation (minimum six inches), barriers, railings, or other means.” TSM 7-01.4.2.A
8. The proposed hatched path connecting to 19th Street will not be allowed in compliance with – “Sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space” TSM 7-01.4.1.F This is due to the fact that the parking spaces are angled. It is possible and advisable for a Technical Standards Modification Request (TSMR) be submitted to remove the required path to connect to 19th Street.
9. The North pathway is not considered a continuous accessible path as required by TSM7-01.0.0. There must be a redesign to allow for the ramp to connect to this pathway.
10. It will be required for the Sight visibility triangles be reoriented. From POV it appears they are backwards. TSM 10-01.5.0
11. Provide the page number and the total number of pages in the package in the title block corner of the document. (i.e., sheet xx of xx). AM 2-06.4.2.D.
12. It appears that there are two copies of the private paving and grading plan. Please remove one copy.
13. Provide more spot elevations and slope values for the parking lot to ensure proper drainage.
14. When a retaining wall is proposed as a basin side slope, stability design for the retaining wall shall be provided with the development plan or tentative plat. A detail, accompanied by a report clearly stating the assumptions about all soil parameters under saturated conditions, shall be provided and sealed by an Arizona registrant. DSSDR 4.7.1.3
15. Are there any inlet structures for the proposed basin? If so please provide callout as well as required erosion protection.
16. The drainage report states, “in association with the design of a multi-family development” Please revise.
17. Provide a retention/detention basin maintenance checklist and schedule in the Drainage report.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is August 5, 2026.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

CONTENT REQUIREMENTS

2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

1. COMMENT: 2-06.4.2.D – Please include the information as noted by the standard above. There is multiple sheet 2 of 8 included with this submittal.

2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled.

2. COMMENT: 2-06.4.4.C – Follow up to previous comment 2. Please clearly label the section corners on the location map as noted by the standard above.

2-06.4.5 - When the development package documents consists of more than one sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet.

3. COMMENT: 2-06.4.5 – The provided sheet index calls out sheet L-3 however that sheet is not included with the submittal. Please ensure the sheet index is correct and reflects what is submitted.

4. COMMENT: 2-06.4.7.A.6.a - Follow up to previous comment 4. The associated entitlement and development packages provided adjacent to the title block are illegible. Please ensure this information is legible. Also, please ensure the DP number (TD-DEV-0825-00205) is on every page.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned.

5. COMMENT: 2-06.4.9.H.4 – Please include the information for both 19th Street and Santa Rita Ave. as noted by the standard above.

2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

6. COMMENT: 2-06.4.9.H.5.a – Follow up to previous comment 7. Please provide a typical and accessible parking detail as noted by the standard above.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

7. COMMENT: 2-06.4.9.R – Please see Engineering comments as it relates to the pedestrian access requirements.

2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.
