This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Provide the development package case number, TD-DEV-0824-00238, adjacent to the title block on all sheets. 2-06.4.3

3. In a few locations on sheet LS2.1, LS2.2 and LS2.3, proposed trees/accent conflicts with the existing trees shown in red. There are a couple of notes with reference to infestation, or dead trees to be removed. Add a note to remove the existing tree if that is the intention for these other tree planting conflicts.

4. Irrigation note number 3 on sheet LS3.0 is good. Add the general note that irrigation equipment and lines are shown schematically for graphic clarity only. All irrigation equipment and lines are within the landscape planter areas, unless otherwise noted. Or something along these lines on the irrigation sheets.

5. Include a construction detail showing root barriers for trees located near hardscape areas. See Detail 402 located here: https://www.tucsonaz.gov/Departments/Transportation-Mobility/Landscape/Landscape-Architects

6. Add Ocotillo planting detail to the plan set. COT standard Ocotillo planting detail can be found here: https://www.tucsonaz.gov/files/sharedassets/public/v/1/government/departments/department-of-transportation-and-mobility/documents/404_ocotillo_planting.pdf for your use.

7. The sub-watershed area should include the WHIA area. The way that it is drawn, the blue sub-watershed is not encapsulating the red correlating WHIA. Is it drawn this way for graphic clarity, and you have added the WHIA square footage to the overall correlated sub-watershed?

8. Some landscape contractors have been overlooking the intent of the tree locations within the water harvest infiltration areas. I have been recommending the addition of a rainwater harvesting basin schematic detail to the CRWHP for redundant clarity. Not required. There have been several cases where the trees are not located within the basin. If you would like to add the detail and need an example, please reach out and I will send you a copy for reference.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is , 2025.

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.12 – Provide a sheet index that includes all sheets submitted.

2-06.4.0 CONTENT REQUIREMENTS

2. COMMENT: 2-06.4.1 – Provide an email address for all of the professionals listed on the cover sheet.

3. COMMENT: 2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx) on all sheets submitted. The total number of pages shall include all sheets submitted.

4. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0824-00238, adjacent to the title block on all sheets.

5. COMMENT: 2-06.4.4 - The project-location map shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

COMMENT: 2-06.4.9.A – As this site is made up of four (4) parcels, 105-09-5520, 10509553A, 10509553B & 105-09-554A and under two (2) different ownerships a Covenant Regarding Development and Use of Real Property will need to be recorded. 14. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

15. COMMENT: 2-06.4.9.H.5 – Provide PAAL width dimensions for all PAAL associated with new vehicle parking.

16. COMMENT: 2-06.4.9.H.5.a – Until comment 7 is addressed Zoning cannot determine if the vehicle parking space requirements are met.

17. OMMENT: 2-06.4.9.H.5.a – Compact vehicle parking spaces are not allowed, and a Parking Design Modification Request (PDMR), UDC Article 7.4.10, will need to be submitted and approve for the reduced width of the proposed vehicle parking spaces. Also, per UDC Article 7.4.10.D.9 The number of parking spaces with decreased dimensions may not exceed 10% of the total number of parking spaces provided. Based on 563 provided vehicle parking spaces you are only allowed 56 compact spaces on this site. A Board of Adjustment for Variance will need to be submitted and approved to all 58 compact spaces.

18. COMMENT: 2-06.4.9.H.5.a – The total parking required is not correct. Review UDC Article 7.4.3.G and provide the correct number of required spaces.

19. COMMENT: 2-06.4.9.H.5.a – The wheel stop location dimensions shown on detail 1 sheet C7.0 and details 3 & 4 sheet C7.1 are not correct. Review UDC Article 7.4.6.H.3 and Figure 7.4.6-C and provide the correct dimension.

20. COMMENT: 2-06.4.9.H.5.c – Provide a loading space calculation the provides the number required and provided.

21. COMMENT: 2-06.4.9.H.5.d - Until comment 7 is addressed Zoning cannot determine if the short- & long-term bicycle parking space requirements are met.

Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 8/30/2024. There are existing facilities within the development which are
depicted upon the plan. The customer must follow all safe working distances and
clearances from overhead lines as well as follow all blue stake laws when digging or
planting trees near existing underground electric lines and pad mounted equipment.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
