Comments:

1. Site keynote 5 on page 3/11 is misplaced in the ROW sidewalk which is 5’ wide, not 4’ wide. Please provide a separate keynote for the 5’ and the 4’ sidewalks.
2. TSM 10-01.3.3.A – 5 ft wide sidewalks are required along the entire frontage on N Flanwill Bl. Please show sidewalks ending at the property line extended into the Right of Way on the next submittal. Contact utility owners to discuss moving utilities that are in the way. The sidewalk may also meander around obstacles if lateral transitions are no sharper than 3:1 (longitudinal to lateral). See P. A. G. SD 206 for a visual example of lateral transitions.
3. TSM 7-01.4.0 - At least one sidewalk is required to a project from each street on which the project has frontage. The sidewalk depicted on the site plan appears to be blocked by the proposed wall. Please clarify.
4. If proposing a new driveway apron, please add a call out to the site plan referencing P. A. G. SD 206.
5. TSM 10-01.5.1, AM 2-06.4.9 – Please provide sight visibility triangles. Reference TSM 10-01.5.1 for instructions.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is September 14, 2024.

1. COMMENT: 2-06.4.3 – Add the development package case number, TD-DEV-0823-00376, adjacent to the title block on all sheets.

2. COMMENT: 2-06.4.7.A.4 – Indicate that the existing and proposed use is Multifamily Development, subject to use-specific standards 4.9.7.B.6, .9, and .10.

3. COMMENT: 2-06.4.8.B – Ensure all easements are shown on the plan. If any easements exist on the site, demonstrate that the existing easements do not conflict with the proposed building location.

4. COMMENT: 2-06.4.8.C – Ensure that the recordation data, type and dimensioned width of paving, curbs, and curb cuts are provided for Flanwill Boulevard.

5. COMMENT: 2-06.4.9.H.5 – Indicate the width of the proposed parking area access lanes (PAALs). Per UDC Table 7.4.6-2, the minimum width of a two-way PAAL is 24 feet. Additionally, PAALs must be setback at least one foot from an open structure such as a carport (UDC 7.4.6.F.2.a.(1)).

6. COMMENT: 2-06.4.9.H.5 – A minimum distance of three feet must be provided between the back-up spur and the proposed perimeter wall along the west lot line (UDC 7.4.6.F.4.c and Figure 7.4.6-B).

7. COMMENT: 2-06.4.9.H.5 – Per UDC 7.4.6.K, an alley cannot be used as access for this proposal. A Board of Adjustment variance is required to be granted to allow secondary alley access for multifamily development.

8. COMMENT: 2-06.4.9.H.5.a – Provide a detail of the curb ramp required for the proposed handicapped accessible motor vehicle parking space. The curb ramp shall be in accordance with ICC A177.1 406.

9. COMMENT: 2-06.4.9.H.5.d – Ensure that the proposed short-term bicycle parking facility is a minimum of two and one half feet from a building wall or other obstruction (UDC 7.4.9.B.2.g).

10. COMMENT: 2-06.4.9.Q – Indicate the square footage of the proposed carports. Per UDC 6.3-3.A, the required setbacks are ten feet or ¾ the height of the posts of the carports, whichever is greater.

11. COMMENT: 2-06.4.9.R – Keynote 11 indicates that a perimeter wall is proposed within the on-site pedestrian circulation path connecting to the right-of-way. Clarify why the perimeter wall conflicts with the pedestrian circulation path.

12. COMMENT: 2-06.4.9.R – Provide a continuous pedestrian circulation path to the trash enclosure area, short-term bicycle parking facilities, and both entrances to the proposed recreation building (TSM 7-01.3.3.B).

13. COMMENT: 2-06.4.9.R – Clarify the location of the pedestrian circulation path connecting all buildings. Per TSM 7-01.4.1.F, sidewalks or pedestrian refuge areas cannot be located between any motor vehicle parking space and the PAAL providing access to that space.

14. COMMENT: 2-06.4.9.T – The proposed metal trash container does not meet the requirements of Technical Standards Manual Section 8-01.0.0. Provide written approval from the City of Tucson Environmental Services relating to the proposed metal trash container.

15. COMMENT: 2-06.4.9.V – If applicable, indicate the location of any gang mailboxes to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.
