The roof drain scupper is not permitted to discharge into the accessible parking stall. Stormwater from a 10-year event may not be discharged from roof drains so that it passes over ADA walks per TSM 7-01.4.3E. 2. The pedestrian circulation shall not be located between the Parking Area Access Lane (PAAL) and the parking space, i.e. not behind the parking stall. TSM 7-01.4 3. Show grades that direct all onsite flow to the retention basin. Provide basin details and grades to show compliance with Design Standards for Stormwater Detention and Retention Manual (DSSDR). The top of the retention basin is required to be a minimum of 2 feet from the wall. TSM 2-01.9.2 4. Basin requires a geotechnical report to establish the necessary setback from the building and recommended constructed slope stability grades as well as recommended slope protection. Soil testing for percolation is required as part of this report. DSSDR 5.3.1 5. Provide a Grading Plan showing that this site will not cause adverse impacts to adjacent public and private properties. TSM Sec. 4-04.14.2.6 6. Vertical separation is required between the pedestrian refuge area along the building and the PAAL, as well as between the north-south pedestrian access and the PAAL. TSM 7-01.4 7. A Technical Standards Modification Request is required from Environmental Services to allow for the use of the proposed APC. 8. Please provide more onsite spot elevations. 9. Provide a section detail for the site wall. Walls taller than 7 ft, including the footer, are subject to separate review and may require their own permit. 10. Provide the appropriate setback from the building foundation to the property line. The minimum required setback from the property line to the top or toe of any grading is two feet per TSM 2-01.9.2 11. Please show the power pole and guywire that are near the south side of the site. 12. Per TSM 4-03.2.1.4: Because of the City requirement of a 12-hour drain-down time, City of Tucson may accept proposal to waive retention and provide as needed detention due to subsurface constraints. The NRCS Hydrologic Soil Group is class “C” soil in this area. TSM 4-03.0 & DSSDR Sec 9 13. The drainage report is sealed on 6/24/25 and on page 2 of the report there is a statement that the report is for a “proposed” warehouse, however, the Google Street View, dated March 2025, shows the structure already built. The document appears to be a report to support compliance for unpermitted work. Revise report verbiage. 14. Provide the expiration date next to the registered engineer’s seal. 15. Provide pre-development flow condition analysis and explain how the constructed site wall will not have adverse effects on adjacent properties to the west. Wall openings should be provided at certain locations to maintain pre-developed conditions. 16. There is a concern that there will be an increase of flowrate exiting site at SWC which will increase potential for erosion or increased flowrates along frontages of properties to the west of the project site. Analyze changes in flowrates and determine spacing and sizing for wall openings and revised grading that may be needed in new site wall. 17. The 3 COT Flow Peak Estimator Sheets are indicating future conditions - clarify. 18. Provide subwatershed map for offsite and onsite conditions and label the 3 concentration points. 19. | 08/29/2025 | Site Landscape Standard | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: NEW BUILDING, SINGLE STORY WAREHOUSE ACTIVITY NO: TD-DEV-0725-00200 ADDRESS: 523 E GAY ST ZONING: C-2 COMMERCIAL ZONE LAND USE: COMMERCIAL BUILDING This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. As discussed at the counter with the applicant in the Spring of 2025. This development was completed without a permit. Gay Street does not contain ROW, thus is not an actual street, so no street landscape border is required. The PAAL is paved, and it was discussed that a basin would be implemented, and this portion has been completed. This depressed area shall receive a 2-inch layer of screened rock for dust control and aesthetics. 2. The subject site is a commercial land use and is adjacent to an O-3 office zone to the north. This requires a 10-foot interior landscape border with trees at increments of 33 feet. Part of that border requirement includes a 5-foot screen, which can be a 5-foot opaque vegetative screen. The north area is now paved. Option 1: Remove the hardscape from the north border area and plant the trees, provide irrigation to the trees and include a two-inch depth layer of screened rock over the entire 10-foot border area. Option 2: A Design Development Option (DDO) may be a solution to capture the required landscape border and commercial rainwater harvesting aspects of this site. This would require the DDO application showing that the required north landscape border planting requirements are being offset to the basin area along the west property line, include a basic commercial rainwater harvesting plan for the offset plant material in the basin and the depressed planting area must include irrigation and a 2-inch layer of screened rock. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Per UDC Article 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal.
