TRANSMITTAL DATE: August 27, 2025

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is July 29, 2026.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.12 - An index of sheets in the development package shall be provided on the first sheet.

1. COMMENT:
Per the 2-06.3.12 standard, only the first four sheets were submitted. Sheets 5 thru 10 are missing and need to be included.

2-06.4.0 CONTENT REQUIREMENTS

2-06.4.2 - The title block shall include the following information and be provided on each sheet:

2-06.4.2.B - A brief legal description and a statement as to whether the project is a re-subdivision are to be provided. On re-subdivisions, provide the recording information of the existing subdivision plat;

2. COMMENT:
Per the 2-06.4.2.B standard, provide missing legal description on the CS01 sheet.

2-06.4.2.D - The page number and the total number of pages in the package (i.e., sheet xx of xx).

3. COMMENT:
Per the 2-06.4.2.D standard, and the sheet index, there appear to be ten sheets. The four sheets provided currently say ‘x of 4’. Correct this to say ‘x of 10’ on each sheet. Add sheet names and sheet labels (ie CS1.0) into each title block. ie Landscape Plan, Irrigation Plan, etc., for all ten sheets listed in the sheet index.

2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

4. COMMENT:
Provide the development package case number, TD-DEV-0725-00197, and relevant case number TP-ENT-1023-00038 adjacent to the title block on each sheet.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2-06.4.7.A.3 - If the plan/plat has been prepared in conjunction with a rezoning application, add the following note next to the existing zoning note: "Proposed zoning is ____." List the applicable rezoning file number and conditions of approval. Also place the C9-__-__ (if applicable) and the plan/plat file numbers in the lower right corner of each sheet.

5. COMMENT:
Per the 2-06.4.7.A.3 standard, add the Proposed Zoning is L-1, the applicable rezoning file number TP-ENT-1023-00038 and conditions of approval in the general notes section.

2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

6. COMMENT:
Per the 2-06.4.7.A.4 standard, add existing use for parcel 141-03-036B as Undeveloped Land.

2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

7. COMMENT:
Per the 2-06.4.7.A.6 standard, add TP-ENT-1023-00038 and Gateway Corridor Zone (GCZ). Fix the spelling of Routes (in MS&R) and change AZE to AEZ on General note #19 / sheet CS1.0. Additionally, while MS & R is acknowledged in general note #19 / sheet CS1.0, it is not acknowledged neither existing nor future (see ROW review comment #2).

2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

8. COMMENT:
Refer to Comment #7.

2-06.4.7.A.6.b - If there is more than one lot within the site, the note should specify which lots are affected by the additional applications or overlay zones.

9. COMMENT:
Per the 2-06.4.7.A.6.b standard, provide missing note.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

10. COMMENT:
Per the 2-06.4.7.A.8.c standard, provide missing information for both parcels and separate out to make clear.

2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

11. COMMENT:
Per the 2-06.4.7.A.8.d standard, provide missing information. Per the phasing, as Phase 1 is now complete, remove reference to Phase 1 and update Phase 2 to now be Phase 1 and Phase 3 to now be Phase 2. Clarify inconsistent phasing labels on the plan graphic on sheet CS1.0 not matching the phasing notes in general note #20. Graphically depict overhead canopies, label and clarify and acknowledge heights of canopies. General Note #14 / Sheet CS1.0 states a different canopy height than sheet 4 of 4. Add canopy details to detail sheet communicating height and demonstrating compliance with PAAL setback per 7.4.6.E.2 and 7.4.6.F.2.b.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.G - If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information.

12. COMMENT:
Refer to Comment #11.

2-06.4.9.H - Proposed Traffic Circulation

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

13. COMMENT:
Refer to Comment # 11.

2-06.4.9.H.6 - If the project is phased, the phase under consideration shall be designed so those later phases are assured legal access. If such access is provided through the phase under consideration, public streets are required, or access easements must be delineated and dedicated for such use. If private easements are utilized, protective covenants establishing the right of access, maintenance and incorporation of future phases into this project are required.

14. COMMENT:
Per the 2-06.4.9.H.6 standard, describe in the general notes how access will be addressed via the phasing described.

2-06.4.9.U - Indicate graphically, where possible, compliance with conditions of rezoning.

15. COMMENT:
Per the 2-06.4.9.U standard, provide missing graphic and label.

st Submittal, a
development plan for new recreational vehicle parking lot at 6991 East Old Vail Road. This
development is located in the N.E. quarter of the S.E. quarter of Section 7, Township 15S,
Range 15E, of the Gila and Salt River Meridian. The development site occupies parcel number
141-03-036B, covers approximately 8.68 ± acres, and is zoned as Suburban Ranch Zone (SR)
but is being rezoned to be Light Industrial Zone (I-1). The nearest major roadway intersection is
East Valencia Road and South Kolb Road, approximately 1,075 feet to the northeast of the
subject development.
The Tucson Airport Authority approves the proposed project and is not requiring a resubmittal of
this project.

Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 8/4/2025. There are existing facilities within the development which are
depicted upon the plan. There are TEP facilities on or near the site. The TEP facilities
should be protected in place.If the TEP facilities need to be removed/relocated, it will be
at the developer's expense.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you
