This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. The shade study detail is great. Include a Community Corridors Tool chart or outline or checklist on the planting plan sheet that indicates how the standards for site landscape are being met per the pre-application CCT comments (TP-PRE-0525-00091). Please be specific in detailing how the plans meet the CCT standards for all applicable site landscape requirements for simplified review.

2. PRE-APPLICATION COMMENT RELATED TO THE PREVIOUS COMMENT: g. Interior landscape borders required per Section 7.6.4. may be satisfied by providing public spaces in accordance with this section, except for landscape borders required adjacent to residential zones on the site boundary. The south property line is adjacent to a residence zone (MH-1). Shade trees have not been provided due to the parking area shade canopy location and the width restrictions along the property line. UDC 7.6.4 interior landscape border requirement cannot be met. A Board of Adjustments Variance may be required for relief from this standard. 3. If basic spot elevations are not going to be included on the CRWHP for contractor and inspector reference, then update the general water harvesting notes number 3 “refer to the grading plans and drainage report for all spot grades and site drainage scheme” to be presented in bold, distinct lettering that makes it clear what plan dictates the construction of all basins.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 11, 2025.

2-06.4.1 - The name, mailing and email addresses, and phone number of the primary property owner of the site, the developer of the project, registrant(s), and other person(s), firm(s), or organization(s) that prepared the development package documents shall be provided on the right half of the cover sheet. The applicable registration or license number shall be provided if prepared by or with the assistance of a registered professional, such as a surveyor, architect, landscape architect, or engineer. All sealing shall be consistent with Arizona Board of Technical Registration guidelines.

1. COMMENT: In addition to listed contact information, provide the applicable contact information for the Civil Engineer registrant (Blake Junak), as noted by the Standard above.


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

7. COMMENT: Clarify, in the general notes the max building height listed is 300’. In the CCT in the C-2 Zone the max building height is 60’. Correct the max building height listed.

8. COMMENT: 5.11.6.B.f., Privacy mitigation is required when buildings over two stories are proposed within 50 feet of adjacent single-story residences which are zoned R-2 or more restrictive. Balconies, windows (except for clerestory and translucent windows), or any other features that overlook the rear and side yards of adjacent residences are discouraged. Privacy mitigation measures, such as the incorporation of vegetation, screening elements, walls, building placement and orientation, balcony and window placement and orientation, or other design strategies shall be incorporated.


* Ground Floors

9. COMMENT: 5.11.6.B.2.b., If a residential façade is less than five feet from a property line, then it shall be elevated one to five feet above finish floor of the adjacent sidewalk to provide privacy for the individual residential unit.

Draw, label, and dimension the setback from the north property line to the building.

10. COMMENT: The setback to the south steel parking canopies (keynote 36) from the southern and western property lines adjacent to the MH-1 zone could not be clearly confirmed. Draw, label, and dimension the west and south property line setback to the south steel parking canopy. Draw, label, and dimension the western property line setback to the north steel parking canopy.

The southern property line setback appears to be less than the 10’ required. A Design Development Option (DDO), or signed neighbor waiver, will be required to allow the canopy within the required setback area.

*Neighbor waiver

The following verbiage can be used for the setback waiver and must be Added to the site plan. The statement may be in English or Spanish.

Example of an adjacent owner’s setback waiver for detached accessory structures. The adjacent owner’s waiver statement must be Added to the site plan.

*Pedestrian Amenities

11. COMMENT: Clearly demonstrate compliance with UDC 5.11.6.E.1.a. (Shade shall be provided for at least 50% of all sidewalks and pedestrian access paths and 35% of all public or private open space as measured at 2:00 pm on June 21 when the sun is 82 degrees above the horizon.)

12. COMMENT: 5.11.6.E.3.a., Public spaces shall be provided for all development projects. The minimum amount of public space is based on project type and size; (6)., Type 4 project: 10% of total site area.

As this development is considered a Type 4 project, clearly delineate the minimum public space required.

13. COMMENT: Clarify how section 5.11.6.E.c and d. Public Spaces are meeting compliance.

2-06.4.7.A.8 - For development package documents provide:

2-06.4.7.A.8.a - Floor area for each building;

14. COMMENT: Provide the floor area for all buildings as noted by the Standard above.

2-06.4.7.A.8.c - Percentage of building, lot area, or vehicular use area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included; and,

15. COMMENT: Provide the information as noted by the Standard above.

2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met.

16. COMMENT: Provide the information as noted by the Standard above.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2-06.4.8.A - Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with distances in feet, to hundredths of a foot, or other functional reference system.

17. COMMENT: Provide the information as noted by the Standard above. (indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.)

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

18. COMMENT: If applicable to this parcel, provide the information as noted by the Standard above.


2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

19. COMMENT: Remove the proposed north south lot line to be submitted under separate application notes on the site plan, sheet 3.

2-06.4.9.E - Proposed land splits or existing lot lines shall be drawn on the plan with dimensions and the identification number and approximate square footage of each lot. (Please be aware that, if land division occurs and the number of lots falls within the definition of subdivision, a subdivision plat is required.) Land splits require a separate permit and review.

20. COMMENT: Remove the proposed north south lot line to be submitted under separate application notes on the site plan, sheet 3.

2-06.4.9.G - If the project is to be phased, provide calculations, setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show phase lines on the drawing. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information.

21. COMMENT: Provide the information for as noted by the Standard above.

2-06.4.9.H - Proposed Traffic Circulation
2-06.4.9.H.1 - Proposed traffic circulation will be designed in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), accessible ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and accessible ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections.
Please be aware that, if a new street is created (for other than for subdivisions) which divides the property into two or more lots, a subdivision plat is required (refer to the definition of subdivision in Section 11.4.20 of the UDC).

22. COMMENT: Provide the information as noted by the Standard above.

2-06.4.9.H.2 - Show future and existing sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section.

23. COMMENT: Provide the information for as noted by the Standard above.

2-06.4.9.H.3 - Indicate fire circulation, including accessibility and vehicle maneuverability.

24. COMMENT: Provide the information for as noted by the Standard above.

2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

25. COMMENT: The typical parking detail dimensions do not meet the Motor Vehicle Use Area Dimensions found in UDC 7.4.6.D.1.

26. COMMENT: Per UDC 7.4.6.4, Figure 7.4.6-B., The back-up spur shall have 3’ radius’s.

27. COMMENT: Wheel stop curbing must be a minimum of two and one-half feet from the front of the parking space.

28. COMMENT: Dimension the distance from the accessible sign and post to wheel stop curbing.

29. COMMENT: Clearly draw, label, and dimension the carport setbacks. Access lanes and PAALs must be setback at least one foot from a carport, per UDC 7.4.6.F.2.a.

30. COMMENT: Motor vehicle use areas must be designed in accordance with UDC 7.4.6, to include required parking area access lane (PAAL) widths for one and/or two-way lanes.

The PAAL width for the southern parking area shows two dimensions, 22.85’ and 23’, which is less than the 24’ required for a two-way PAAL per UDC 7.4.6-2.

31. COMMENT: In order to provide a 23’ PAAL and reduced Motor Vehicle Use Area Dimensions (vehicle parking spaces) as proposed, an application for review and approval of a Parking Design Modification Request (PDMR) will be required. For further information on the PDMR application process please contact Nicholas Ross at Nicholas.Ross@tucsonaz.gov.


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

32. COMMENT: It is acknowledged a parking statement has been applied for. Motor vehicle off-street parking comments will be addressed under the Zoning Administration Standard Review.

2-06.4.9.H.5.b - If any of the required parking is located off-site as permitted by the UDC, a drawing of that parking area is to be provided, together with the city's required parking agreement (include a copy of the lease agreement if applicable) must be provided. Please remember that in these situations, if the off-site parking location is a new parking area, it must comply with all parking area requirements and must be allowed as a principal use by the zoning classification of that property. If the off-site parking area location is an existing parking lot, the parking spaces utilized for the proposed land use must be non-required parking for the existing use for which the parking area was established.

33. COMMENT: It is acknowledged a parking statement has been applied for. Motor vehicle off-street parking comments will be addressed under the Zoning Administration Standard Review.

2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided.

34. COMMENT: Dimension and detail the short-term bicycle parking facility pad area on the site plan, sheet 3.

2-06.4.9.H.6 - If the project is phased, the phase under consideration shall be designed so those later phases are assured legal access. If such access is provided through the phase under consideration, public streets are required, or access easements must be delineated and dedicated for such use. If private easements are utilized, protective covenants establishing the right of access, maintenance and incorporation of future phases into this project are required.

35. COMMENT: Provide the information for as noted by the Standard above.

2-06.4.9.H.7 - If streets are proposed, indicate if they are designed for on-street parking to accommodate visitor parking or if parking is provided in common parking areas. Visitor parking is to be evenly distributed and usable by all residents of the project. Extra parking on individual lots, such as tandem parking in driveways, does not count toward visitor parking, as it is not available to other property owners within the project. Design criteria for streets are located in Technical Standards Manual Section 10-01.0.0.
Streets designed at the minimum width, without on-street parking, need clearance for access to all homes by life safety vehicles and, where no alleys are provided, by refuse collection vehicles. If motor vehicles are parked along streets that are not designed to allow for parking, life safety services will be inhibited and, in many situations, blocked.

36. COMMENT: It is acknowledged a parking statement has been applied for. Motor vehicle off-street parking comments will be addressed under the Zoning Administration Standard Review.

2-06.4.9.I - Show all right-of-way dedications on or abutting the site and label. If the development package documents have been prepared in conjunction with a subdivision plat or is required as a condition of approval of a review process, such as a rezoning, street dedications in accordance with the Major Streets and Routes (MS&R) Plan may be required by these processes.
Projects bounded by streets having only a portion of the right-of-way width dedicated will be required to dedicate right-of-way, up to one-half, to complete the street width.
Should there be any proposed street or alley vacation, provide this information. If vacation has occurred, include the recording information.

37. COMMENT: If applicable, provide the information as noted by the Standard above.

2-06.4.9.J - If street dedication is not required or proposed and the project site is adjacent to a Major Street or Route, draw the Major Street right-of-way lines for those streets. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.)

Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 5/20/2025. There are existing facilities within the development which are
depicted upon the plan. No apparent conlicts.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you
have any easement questions, please contact our Land Resources Department,
LandReviews@tep.com.
