This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. The landscape plan parking lot tree requirement calculation seems to be off. Take a look and revise as necessary. Seven canopy shade trees are required when rounded up. Possibly add one more canopy shade tree.

2. Not required, but can additional canopy shade trees be added to the southeast water harvesting infiltration area (basin) for additional heat island effect dampening?

3. Incorrect street name of Irvington on the landscape plan view. Should be Missouri.

4. S-2 is shown callout is shown in the drive thru lane. Relocate to the subwatershed area to the north.

5. Can these general notes be added to the commercial rainwater harvesting plans for contractor reference?
Per TSM 4-01.2. DESIGN CONSIDERATION AND TECHNICAL REQUIREMENTS: Soils within Water Harvesting Infiltration Areas should be modified as needed to counteract the effects of mechanical compaction and/or poor soil infiltration conditions in order to ensure appropriate water infiltration; Water Harvesting Infiltration Areas shall be designed so that water infiltrates into soil within 24 hours; Water Harvesting Infiltration Areas shall be designed to minimize ponding in areas that may create a nuisance for pedestrians. Ponding is not allowed on or over public sidewalks or required pedestrian circulation paths. Any other sections of TSM 4-01 that clearly outlines the design intent will be a welcomed addition to the commercial rainwater harvesting plan/notes.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is June 7, 2025.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)
Section

2-06.3.0 FORMAT REQUIREMENTS

2-06.3.1 - Each sheet shall measure 24 inches by 36 inches and include a minimum one inch margin on left side and one-half inch margin on all other sides to facilitate efficient record keeping. A larger sheet format may be used with the approval of the Planning and Development Services Department (PDSD).

1. PREVIOUS COMMENT 1: Ensure the scale included (1” = 40’) is correct.

FOLLOW UP TO PREVIOUS COMMENT 1: Using the 1” = 40’ scale is not depicting accurate scale dimensions on the site plan, sheet 5. For example, the scale indicated measures the vehicle parking length at 36’ not 18’.

List under all north arrows the scale on all applicable sheets. (i.e. 1” = 40’).

Ensure each sheet and detail scale dimensions are listed and accurate. (Scales are not accurate for each sheet and design details)


CONTENT REQUIREMENTS

2-06.4.2 - The title block shall include the following information and be provided on each sheet:


2-06.4.3 - The administrative street address and relevant case numbers (development package document, subdivision, rezoning, board of adjustment, DDO, MDR, DSMR, overlay, etc.) shall be provided adjacent to the title block on each sheet.

2-06.4.5 - When the development package documents consists of more than one sheet, a sheet index (a legible drawing of the site showing the area represented on each sheet) is to be placed on the cover sheet or the second sheet.

3. PREVIOUS COMMENT 3: Sheets 13 through 16 are labeled ‘Landscape plans’ in the Sheet Index; however, for example, the sheet name on Sheet 13 is labeled ‘Irrigation Plan’. Correct the Sheet Index and Sheet Titles for sheets 13 through 16 to match as noted by the Standard above.

FOLLOW UP TO PREVIOUS COMMENT 3: The sheet index lists a sequence of 16 sheets while there are 21 sheets uploaded in the Development Package. Correct the Index of sheets list to 21 sheets, in order.

2-06.4.7 - General Notes

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

4. PREVIOUS COMMENT 4: Identify and label the recordation information for the Proposed Cross Access Easement as noted by the Standard above.

2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.


2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

6. PREVIOUS COMMENT 6: Clarify will wheel stops be located along all of the southeast parking locations (16 motor vehicle parking spaces)? Demonstrate a two and one-half foot buffer along the southeast vehicle parking spaces to prevent cars from damaging adjacent landscaping.

FOLLOW UP TO PREVIOUS COMMENT 6: Zoning acknowledges from the comment response letter that there is a 2.5’ buffer area delineated on the Landscaping Plan. Please delineate this 2.5’ unobstructed buffer area on the Site plan, sheet 5.

7. PREVIOUS COMMENT 7: Clarify and indicate will there be an awning/overhang over the drive-through lane. The minimum height clearance along access lanes and parking area access lanes is 15 feet.

FOLLOW UP TO PREVIOUS COMMENT 7: Comment 7 is still applicable. 15-foot height clearance will be applicable in the building plans.


2-06.4.9.L - All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. The easements may have to be recorded and the recordation information added to the development package prior to approval.
