The trash encloser requirements found in TSM section 8-01 state that the concrete slab for the enclosure shall slope a 1% to the gate opening and maintain a 2% slope away from the enclosure. Revise the plans/detail as needed to demonstrate the 2% slope away from the enclosure or a TSMR approved by Environmental Services (ES) will be required.
2. In the dry-well letter make sure to address all 20 standards found in 4.19.1 of the Design Standards for Stormwater Detention and Retention Manual with explanation of how each standard is being met along with an explanation of how the 4 prohibitions in 4.19.2 are not being proposed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. The landscape plan set looks great overall. I only question the 50 percent vegetative groundcover within the street landscape borders. If any of the plant material doesn’t survive then the borders will be very sparse. Provide a calculation for the 50 percent vegetative groundcover as part of the landscape calculations on sheet LP-1 or provide additional shrubs/accents/cacti/groundcover to the landscape borders.

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is July 15, 2025.

2-06.4.0 CONTENT REQUIREMENTS

1. This comment was not fully addressed. Sheets 16-21 do not have the required information. COMMENT: 2-06.4.2.D - The page number and the total number of pages in the package shall include the site, grading and landscape sheets.

2. This comment was not fully addressed. The section corners are not labeled. COMMENT: 2-06.4.4.C – Provide the Section, township, and range, label the section corners and the scale on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

3. This comment was not addressed correctly. The use should be listed as Food Service: Excluding Soup Kitchen subject to Use Specific Standard 4.9.13.Q. COMMENT: 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. “DRIVE THROUGH COFFEE SHOP” is not a use classified in the UDC. Review UDC Table 4.8-5 and provide a use classified in the UDC and provide all applicable Use Specific Standards.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

4. COMMENT: 2-06.4.9.A – Sheet 4 you show a “PROPOSED PROPERTY LINE”. Clarify what you are proposing and if this is some type of landsplit/subdivision, the process will need to be completed prior to approval of this DP.

5. This comment was not addressed. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

6. This comment was not fully addressed. COMMENT: 2-06.4.9.H.5 – Provide a fully dimensioned vehicle use area to include but not limited to:
a. The height clearance shall be provided on the DP. Height clearance to building canopies, UDC Article 7.4.6.E.2.
b. The requirements of UDC Article 7.4.6.F.2.a.(2) were not addressed.

7. This comment was not fully addressed. Review UDC Article 7.4.6.F.4 and fully dimension the back-up spur. COMMENT: 2-06.4.9.H.5 – Until such time as the southern “FUTURE DEVELOPMENT BY OTHERS” is developed a back-up spur is required at the east end of the parking proposed to be built with this project.

8. This comment was not addressed. COMMENT: 2-06.4.9.H.5 – Provide a PAAL width dimension for the “PRIVAT ACCESS ROAD” shown south of the proposed parking.

9. This comment was not addressed correctly. There is no required number of accessible parking spaces provided. COMMENT: 2-06.4.9.H.5.a – The vehicle parking space calculation shall include the number of required and provided accessible spaces including the number of van accessible spaces.

10. This comment was not addressed correctly. The calculation shall clearly indicate what type of bicycle parking, short & long-term is required and provided. Based on the ratio used the bicycle parking calculation appears to reference only short-term but the required number of short-term bicycle parking spaces should be 2. COMMENT: 2-06.4.9.H.5.d – The bicycle parking space calculation shall include the number of required and provided short- & long-term bicycle parking spaces.

11. This comment was not addressed. Clearly indicated how the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.f are met. Also, the proposed rack does not meet the requirements of UDC Article 7.4.9.B.2.c and Figure 7.4.9-B. COMMENT: 2-06.4.9.H.5.d – Provide a short-term bicycle parking space detail that clearly demonstrates how the requirements of UDC Articles 7.4.9.B & .C are met.

12. This comment was not addressed. COMMENT: 2-06.4.9.Q – Provide the square footage, height and the specific use proposed within the footprint of the building.

13. This comment was not addressed. No sidewalk has been provided to Drexel. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.1.A are met.
