This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:
1. Ensure that Zoning and Engineering comments are addressed prior to landscape section approval.

2. Provide the development package case number, TD-DEV-0624-00169, adjacent to the title block on all sheets. 2-06.4.

3. Label ROWs (existing and future) to all landscape plans.

4. According to the site calculation on the cover sheet, the site area is 1.06 acres, and the area of disturbance is 1.06 acres. It appears that there are several areas that can be used toward a Commercial Rainwater Harvesting Plan. There are existing curbs and plants to remain per the civil plans. In the areas of new curbing and plantings, provide rainwater harvesting. If there are additional constraints that prevent the additions of rainwater harvesting basins, please include an explanation in your response letter. At the very least, depress the new landscape areas 6 to 9-inches to maximize the use of rainwater for the new plants and label those areas on the planting plan and refer to the civil plan for construction. Show and label downspouts and splash pads for building roof drainage. The water harvest infiltration areas should match the civil grading plan in shape, depth and curb cut locations. Refer to the civil grading plan for construction of the basins. If a Commercial Rainwater Harvesting Plan becomes part of the plan set, then please label irrigation meter as “irrigation only”. See TSM 4-01.6.0

5. Update the street landscape border along E Broadway Bl in the area to the west of the existing southeast entry. It looks like there is an opportunity to add a shade tree and a few understory plants.

6. Is there an opportunity to add a shade tree in the rock outcropping planter island at the southwest corner of the property parking area?

7. Add a root barrier to detail #1 Multi-Trunk Tree Planting, or include the City of Tucson Standard construction detail showing root barriers for trees located near hardscape areas. COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 19, 2025.

6. COMMENT: 2-06.4.7.A.8.b – It is not clear if there will be an expansion or reduction of building square footage. Either way provide a calculation that demonstrates the percentage of expansion or reduction.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

9. COMMENT: 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

10. COMMENT: 2-06.4.9.H.5 – Clearly demonstrate that the requirements of UDC Article 7.4.6.F.2.a.(2) are met for the proposed drive-through.

11. COMMENT: 2-06.4.9.H.5.a – The vehicle parking ratio used in the vehicle parking space calculation is not correct. Review UDC Table 7.4.4-1 and provide the correct parking ratio for a food service use.

12. COMMENT: 2-06.4.9.H.5.a – Provide a detail for both a standard and angled parking spaces.

13. COMMENT: 2-06.4.9.H.5.a – Remove the reference to “ALL PARKING SHALL COMPLY WIYH PIMA COUNTY, ARIZONA CODE, TITLE 18 ZONE, CHAPTER 18.75 OFF-STREET PARKING REQUIRMENTS” shown under Parking Requirements as this site does not fall under Pima County jurisdiction.

14. COMMENT: 2-06.4.9.H.5.a – The accessible parking sign mounting height shown on detail 1 sheet 3 is not correct and should be 60” if wall mounted and 84” if within a pedestrian way.

15. COMMENT: 2-06.4.9.H.5.a – Provide a short- & long-term bicycle parking space calculation on the plans that provides the number required and provided.

16. COMMENT: 2-06.4.9.H.5.d – Bicycle rack detail 5 sheet 3 is not correct. Review UDC Article 7.4.9 and figure 7.4.9-C and clearly demonstrate that the requirements of UDC Articles 7.4.9.B.1.e, 7.4.9.B.2.d, .f, .g, .h and 7.4.9.C.2.a, .c are met.

17. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirements of UDC Article 7.4.9.D.5 are met for the long-term bicycle parking.
