02/26/2024 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Goodwill Tucson Development Package (4th Review) TD-DEV-0623-00280 TRANSMITTAL DATE: February 26, 2024 DUE DATE: March 7, 2024 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM). Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. The new one-year expiration date is December 22, 2024. 1. COMMENT: 2-06.4.9.E – Zoning acknowledges that a lot consolidation or a Covenant Regarding Development and Use of Real Property process will occur. Please note that a hold will be placed on the final Certificates of Occupancy until either an approved lot consolidation request or a recorded covenant is provided. 2. It does not appear that this comment was addressed correctly. For Phase 1 Long Term bicycle parking you list the building square footage for the Storage Use Group as “97,300 but above that under the building square footages you list the Warehouse gross floor area as 32,800 SF and under Phase 2 Long Term bicycle parking you list the building square footage for the Storage Use Group as “90,300 but above that under the building square footages you list the Warehouse gross floor area as 25,800 SF. 3. Clarify what the correct square footage is. COMMENT: 2-06.4.9.G – Two phases are proposed for the entire development. Phase 1 includes a new building for Commercial Storage and Household Good and Donation Centers uses as well as truck loading docks with a new vehicular use area. Parking is not proposed for Phase 1. Demonstrate how standards such as but not limited to, motor vehicle and bicycle parking, loading, screening, and setbacks can be met in the event Phase 2 is never constructed. Provide motor vehicle, bicycle parking, EVSE, and loading calculations for Phases 1 and 2 individually. 4. Zoning acknowledges that the short term detail now shows 4 racks for a total of 8 bikes but the calculation for both phases still states “7 SHORT TERM BICYCLE SPACES PROVIDED”. Also, the long term calculation for both phases states 8 LONG TERM BICYCLE SPACE SPROVIDED, 1 LONG TERM BICYLE SPACE PROVIDED IN BICYCLE LOCKER INSIDE THE FACILITY”. Based on the provided detail all 8 long term bicycle parking spaces area provided in the fences area. COMMENT: 2-06.4.9.H.5.d – Seven short-term bicycle parking spaces are proposed for the entire development; however, only two spaces are shown within Keynote 22 on Sheet C202. Show the location of the other required bicycle rack. A detail of the short-term bicycle parking spaces shall be provided. Refer to UDC Figure 7.4.9-C for specifics. Additionally, demonstrate within the required detail how the short-term bicycle parking spaces comply with all of UDC 7.4.9.B and .C. 5. COMMENT: 2-06.4.9.H.5.d – As contractors do not carry copies of the UDC the provided details shall clearly show how all requirements are met. Detail 14 does not address how the requirements of UDC Articles 7.4.9.B.1.e and 7.4.9.C.2.a are met. Detail 15 does not address how the requirements of UDC Article 7.4.9.D.3 - the cover must be permanent and at least seven feet above the floor or ground, D.4, & D.5.
