This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.

COMMENTS:
1. Ensure all Zoning and Engineering comments are addressed prior to the Landscape/NPPO comments.
2. Ensure the Commercial Rainwater Harvesting Plan matches the Grading Plan.
3. If using DG, make sure the depth of the WHIAs is set at 8” below grade for (6” of depth +2” of dg).
4. For graphic clarity, please lighten the hatch on the Commercial Rainwater Harvesting Plan and pull all of the curb-cut notations out of the hatch.
5. Please label the separate irrigation meter ‘irrigation only’. TSM 4-01.6.1.A.1.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 14, 2024.

CONTENT REQUIREMENTS

2. This comment was not addressed correctly. Per UDC TABLE 4.8-5: PERMITTED USES - INDUSTRIAL ZONES, Food Service: Excluding Soup Kitchen, I-1, there are no Use Specific Standards that apply. COMMENT: 2-06.4.7.A.4 – Provide a general note that identifies the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

3. This comment was not fully addressed. The provided FAR only includes the proposed building not the entire center. COMMENT: 2-06.4.7.A.8.b – Remove the reference to “LOT COVERAGE” from the plan as it is not applicable. Provide a Floor area Ratio for the entire center based on DP14-0248 and UDC Article 6.4.6. Maximum FAR allowed for this center is 0.20, UDC Article 5.6.8.C.1.b.

2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes.

4. This comment was not addressed. COMMENT: 2-06.4.9.H.5 – Show the required 1’-0” setback from the drive-through along the east side of the building.

5. This comment was not fully addressed. The accessible parking space sign still encroaches into the 18’ parking space depth. COMMENT: 2-06.4.9.H.5.a – The proposed 17.3’ & 17.8’ parking space depth shown on the plan does not meet the minimum space depth of 18.0’ per UDC Table 7.4.6-1. Also, the proposed accessible parking space sign encroaches into the space depth, ensure that the minimum 18.0’ space depth is maintained.

6. This comment was not fully addressed. The required details shall be provided on the DP. The long-term bicycle parking called out under Keynote 18 appears to be a standard rack and will not meet the requirements of UDC Article 7.4.9.D. COMMENT: 2-06.4.9.H.5.d – Clearly show the location of the required short- & long-term bicycle parking on the plan and provided a detail that clearly shows that all requirements of UDC Article 7.4.9 are met.

7. This comment was not addressed correctly. Remove the reference to “(FOR A BUILDING NOT EXCEEDING 20’ HIGH)” as UDC Article 6.4.5.C.2 does not reference building height. COMMENT: 2-06.4.9.O – The “SOUTH” setback show under “BUILDING SETBACKS” is not correct. Per UDC Article 6.4.5.C.2.a the required setback is 10’-0”.

8. This comment was not addressed. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.D Sidewalks must connect all areas of the development. Clearly show how this site connects to the other buildings on site.

9. This comment was not addressed. COMMENT: 2-06.4.9.R – Provide a width dimension for the opening that provides access from the accessible parking space access aisle to the sidewalk area.

10. This comment was not full addressed, clarify what and where this pedestrian access is for. COMMENT: 2-06.4.9.R – The striped crosswalk that runs at an angle from the east end to the northern most accessible parking space access aisle to the island presents a safety issue with backing vehicles. This crosswalk should run perpendicular to the PAAL. Also, clarify what and where this pedestrian access is for.

3. Please show the Future ROW on the site plan. Please label “Future ROW” with a callout to show that required parking will not be affected if E Old Vail Rd was to be widened in the future.
