COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is June 14, 2024.

2-06.3.0 FORMAT REQUIREMENTS

1. COMMENT: 2-06.3.7 - A small, project-location map shall be provided in the upper right corner of the cover sheet. This location map shall meet the requirement listed in comments 4 - 7.

CONTENT REQUIREMENTS

2. COMMENT: 2-06.4.2.D – Provide the page number and the total number of pages in the package (i.e., sheet xx of xx) within the title block on all sheets..

3. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0623-00278, adjacent to the title block on all sheets.

4. COMMENT: 2-06.4.4 - The project-location map shall be located on the first sheet of the development package in the upper right corner, shall cover approximately one square mile, be drawn at a minimum scale of three inch equals one mile.

5. COMMENT: 2-06.4.4.A – Show the subject property approximately centered within the one square mile area of the location map.

6. COMMENT: 2-06.4.4.B - Identify major streets and regional watercourses within the square mile area and all streets that abut the subject property on the location map.

7. COMMENT: 2-06.4.4.C - Section, township, and range; section corners; north arrow; and the scale will be labeled on the location map.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

8. COMMENT: 2-06.4.7.A.1 – Provide a general note listing the "Existing zoning is I-1." The “ZONING: L-1: LIGHT INDUSTRIAL” and “EXISTING ZONING: (L-1) – LIGHT INDUSTRIAL” under “ZONING CLASSIFICATION” is not correct.

9. COMMENT: 2-06.4.7.A.2 – As this site is part of the overall center the gross area of the site shall include the entire site, see DP14-0248 for required information.

10. COMMENT: 2-06.4.7.A.4 – Provide a general note that identifies the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

11. COMMENT: 2-06.4.7.A.6.a - As Old Vail Rd. is designated as an Arterial on the COT MS&R Map and this site is located within Davis Monthan AFB Environs Zone provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) & UDC ARTICLE 5.6 AIRPORT ENVIRONS ZONE (AEZ)”

2-06.4.7.A.8 - For development package documents provide:

12. COMMENT: 2-06.4.7.A.8.b – Remove the reference to “LOT COVERAGE” from the plan as it is not applicable. Provide a Floor area Ratio for the entire center based on DP14-0248 and UDC Article 6.4.6. Maximum FAR allowed for this center is 0.20, UDC Article 5.6.8.C.1.b.

13. COMMENT: 2-06.4.7.A.8.d - When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. Provide updated Proposed Lot & Common Area Breakdown and Actual Lot & Common Area Breakdown (Req’d/Provided) charts on this DP, reference DP14-0248.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

14. COMMENT: 2-06.4.8.C – Provide the following information regarding Old Vail Rd, right-of-way width, and dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

15. COMMENT: 2-06.4.9.F – The “ADJACNET ZONING” listed under “ZONING CLASSIFICATION” is not correct. Show all existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined.

16. COMMENT: 2-06.4.9.H.5 – Show the required 1’-0” setback from the drive-through along the east side of the building.

17. COMMENT: 2-06.4.9.H.5.a – The proposed 17.3’ & 17.8’ parking space depth shown on the plan does not meet the minimum space depth of 18.0’ per UDC Table 7.4.6-1. Also, the proposed accessible parking space sign encroaches into the space depth, ensure that the minimum 18.0’ space depth is maintained.

18. COMMENT: 2-06.4.9.H.5.a – The ADA Parking Detail on sheet 8 does not match what is shown on the Plan.

19. COMMENT: 2-06.4.9.H.5.d – Clearly show the location of the required short- & long-term bicycle parking on the plan and provided a detail that clearly shows that all requirements of UDC Article 7.4.9 are met.

20. COMMENT: 2-06.4.9.O – The “SOUTH” setback show under “BUILDING SETBACKS” is not correct. Per UDC Article 6.4.5.C.2.a the required setback is 10’-0”.

21. COMMENT: 2-06.4.9.Q – Provide the height of the proposed building within the footprint.

22. COMMENT: 2-06.4.9.R – Provide a sidewalk from the proposed building out to the sidewalk along Old Vail Rd., See TSM Section 7-01.4.1.A.

23. COMMENT: 2-06.4.9.R – Per TSM Section 7-01.4.1.D Sidewalks must connect all areas of the development. Clearly show how this site connects to the other buildings on site.

24. COMMENT: 2-06.4.9.R – Provide a width dimension for the opening that provides access from the northern most accessible parking space access aisle to the sidewalk area.

25. COMMENT: 2-06.4.9.R – The striped crosswalk that runs at an angle from the east end to the northern most accessible parking space access aisle to the island presents a safety issue with backing vehicles. This crosswalk should run perpendicular to the PAAL. Also, clarify what and where this pedestrian access is for.

26. COMMENT: 2-06.4.9.W - Indicate the locations and types of proposed signs (wall, free-standing, pedestal) to assure there are no conflicts with other requirements and that minimal locational requirements can be met. Also, provide a general note stating all signs require separate permits.
