To whom this may concern,
Thank you for the opportunity to comment on TD-DEV-0525-00143, 3rd Submittal, a
development plan for a new self-storage facility at 6444 S Fontana Avenue. This development
is located in the S.E quarter of the S.E. quarter of Section 12, Township 15S, Range 13E, of the
Gila and Salt River Meridian. The development site occupies parcel number 138-11-073C,
covers approximately 3.24 ± acres, and is zoned as Commercial 2 Zone (C-2). The nearest
major roadway intersection is South Fontana Avenue and East Valencia Road, approximately
50 feet to the southeast of the subject development.
This site does lie within the Tucson International Airport avigation easement requirements and
public disclosure area, FAA traffic pattern airspace, FAA Part 77 airspace, City of Tucson
Airport Environs Overlay Zone - Compatible Use Zone 2, City of Tucson Airport Environs
Overlay Zone - Compatible Use Zone 2, City of Tucson Airport Environs Overlay Zone - Noise
Control District 65-70, City of Tucson Airport Environs Overlay Zone - Noise Control District 70
Plus, City of Tucson Airport Environs Overlay Zone - Airport Height Overlay Zone (120-140
feet), and City of Tucson Airport Environs Overlay Zone – Airport Hazards Districts.
The Tucson Airport Authority is requiring a resubmittal of this project.
Conditions of approval:
1. “The applicant shall file two FAA Form 7460-1 with the FAA at least 45 days before
construction activities begin unless FAA staff, with the Obstruction Evaluation / Airport
Airspace Analysis (OE/AAA), provides the project applicant with written communication
that filing FAA Form 7460 is not required. It is highly recommended that the applicant
file earlier than 45 days to provide the applicant with sufficient time to respond to any
concerns which are identified by the FAA. Any cranes which are used must also be
identified with a separate Form 7460. Please file Form 7460 at
https://oeaaa.faa.gov/oeaaa/external/portal.jsp
The first FAA Form 7460 shall be used for the proposed structures where the solar panels /
collection material will be placed. Once the first FAA Form 7460 is submitted, please use the
ASN number that is assigned by this first submittal and use it for the second FAA Form 7460
submittal for the solar panels / solar collection materials on the top of the proposed structures.”

10/21/2025 Site Engineering Standard REQUIRES RESUBMIT 1. See previous comment 1 – A new drainage report was not submitted, and the original version doesn’t address how the recycled concrete material will function as a detention basin. Also, the storage volume is not calculated in the report. Please also provide how you are justifying the 8” open graded crushed concrete has a minimum of 30% voids. Uniform angular rock is usually around 40%. Recycled crushed concrete won’t be uniform and full of fines.
2. If the detention/retention basin is to be the vehicle use area for the site, include in the drainage report how the basin is to be maintained once compacted and silted in.
3. Include in the drainage report the discussion of the drain down time for the basin, infiltration rates, and how fast the site will dry out to prevent the site from harboring mosquitoes.
4. I reached out to Environmental Services for not proposing refuse collection and they responded - TSM 8-01.0 requires all developments to include provisions for waste storage and collection. The rationale for not requiring it is case by case. The intent of the code is to ensure all developments support for the basic needs of waste collection and storage. At minimum the development should include provisions for a single enclosure to support for this potential need.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. It is stated on the planting plan that spot elevation for the depressed street landscape borders can be found on sheet 5 (grading plan). Spot elevations have not been provided on sheet 5, the grading plan. Update the plan set to include the spot elevations. Or include a leader callout on the planting plan that refers to the screen section detail on sheet L25-001. The detail gives sufficient information on how to construct the basin. If the plant placement is added to the cross section, grayed back, that would make the basin shape and planting concept very simple to understand.

2. There is a thick dashed line included on the irrigation plan with no callout to the legend as to what it is. It would be more helpful if the plant material shown on the planting plan is also included on the irrigation plan, grayed back, rather than the thick dashed black line.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is May 21, 2026.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)


1. Previous Comment 23: Valancia Rd is a designated MS&R that has a future width of 150 feet. Remove all buildings and structures that fall within the future ROW. Provide a minimum setback of 10 feet off the future property line.

**Follow-up to Previous Comment 23: On October 8, 2025, City of Tucson Mayor & Council approved an amendment to the MS&R Plan and Map which made adjustments to future right-of-way widths. The future ROW of Valencia Rd was decreased from 150 ft to 125 ft. The new widths go into effect on November 8, 2025. No changes need to be made to the proposed plans; however, if you would like to modify them to meet the updated future ROW (2 ½ ft north of the existing property line), please do so on your resubmittal.

2. Comment: Lot line dimensions (113.6 and 164.63) on the Cover Sheet are incorrect. Please correct.
