Tucson Electric Power Company (TEP) has reviewed and approved the development
plan submitted 5/20/2024. There are no existing facilites within the development and are
thus no conflicts.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-
8300. Please submit a final set of plans including approved site, electric load, paving
off-site improvements and irrigation plans. If available, include a PDF version of the
plans.
If easements are required, they will be secured by separate instrument. Should you

Comments:
1. TSM 10-01.4.1.A.1.a – sidewalk must “avoid any obstruction which decreases the minimum width to less than five feet.” Please show the width of the sidewalk in the refuge island is at least five feet wide. This may require moving the existing street light.

3. TSM 10-01.3.3.D.1.d - The northern and southern ends of the sidewalk appear to end at utility poles. Please jog the sidewalk around the poles at a slope no greater than 3:1, longitudinal to lateral (see P. A. G. SD 203 for an illustration), or contact the pole owner to request a pole relocation.
4. TSM 10-01.3.3.A, 10-01.3.3.C.9 - A pedestrian easement will be required for sections where the proposed sidewalk extends onto the property. Contact Bob Beecher with Department of Transportation and Mobility Real Estate at bob.beecher@tucsonaz.gov for an easement template and instructions.
5. TSM 10-01.5.1, AM 2-06.4.9 – Please provide future and existing sight visibility triangles. Reference TSM 10-01.5.1 for instructions.
6. Call out #2 on page 4/12 Site Plan indicates that existing curb at the southern end of the property will remain. Please confirm that it meets P. A. G. standards and close any unused curb cuts.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. A new submittal initiates a new one-year review period. The one-year expiration date is June 6, 2025.

1. COMMENT: 2-06.4.1 – Include the email address and phone number of the owner/developer on the cover sheet.

2. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0524-00141, adjacent to the title block on all sheets.

3. COMMENT: 2-06.4.7.A.2 – Per UDC 11.4.20, a “site” may include the land area consisting of a portion of a lot or of an entire lot, designated for development as a single entity. The proposed building appears to be its own site separate from the development to the north.

If Pima County Tax Parcel Number 113-08-0240 is considered two separate sites, remove any references to the existing General Merchandise Sales use and site.

4. COMMENT: 2-06.4.9.H.2 – Show the existing and future sight visibility triangles along 1st Avenue.

5. COMMENT: 2-06.4.9.H.3 – The one-way access lane serving as a fire lane does not meet the minimum required width of 20 feet (UDC Table 7.4.6-2).

6. COMMENT: 2-06.4.9.H.5 – Clarify the purpose of Keynotes 21 and 26 as well as whether the unimproved portion of the lot is devoted to the storage or display of vehicles for sale or rent. Demonstrate compliance with UDC 7.4.6.I if this portion of the lot will be devoted to vehicle storage or display.

7. COMMENT: 2-06.4.9.H.5.a – The motor vehicle parking calculation provided on the cover sheet is incorrect. Per UDC Table 7.4.4-1, a Vehicle Sales use requires one space per 400 sq. ft. gfa of show room, retail, and office area, plus one space per 10,000 sq. ft. of gross lot area, plus one space per 300 sq. ft. gfa of automotive and vehicle repair use.

8. COMMENT: 2-06.4.9.H.5.d – Demonstrate how the proposed short-term bicycle rack complies with UDC 7.4.9.C.2.a.

9. COMMENT: 2-06.4.9.H.5.d – Detail E on sheet 7 appears to have been incorrectly drawn and labeled.

10. COMMENT: 2-06.4.9.J – According to the Major Streets and Routes (MS&R) Plan, 1st Avenue has a proposed right-of-way width of 120’. Show the future sidewalk and curb locations fully dimensioned.

The proposal will either need to be developed to meet the future right-of-way width, or a separate development package will be needed demonstrating how the site will meet the requirements of the UDC when 1st Avenue is widened. If a separate development package will be submitted in the future, provide a recorded Major Streets and Routes Covenant in accordance with UDC 5.4.5.F with the resubmittal of TD-DEV-0524-00141: https://www.tucsonaz.gov/files/sharedassets/public/v/1/dtm/documents/linked-documents/maps-and-records/major_streets_covenant.pdf.
