Under the Sub-Records tab you will use the “Private Utilities Permit” application type and walk through your steps as with any other application type.
2. Building sewers smaller than 8-inches shall have cleanouts located at intervals of not more than 100-feet of developed pipe length. Reference: Section 708.1.2, IPC 2018.
3. An approved 2-way cleanout fitting is allowed to be used at the junction of a building drain and a building sewer; otherwise, cleanouts shall open to allow cleaning only in the direction of flow. Reference: Section 708.1.8, IPC 2018.

Thank you for the opportunity to comment on TD-DEV-0523-00249, the development plan for an
expansion of the existing zoo to establish a new Asia exhibit at 3400 E Zoo Court. This
development is located in the S.E. corner of the S.W. quarter of Section 16, Township 14S,
Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel number
126-20-001C, covers approximately 3.68 ± acres, and is zoned as Residence Zone 1 (R-1). The
nearest major roadway intersection is South Randolph Way and East 22nd Street, approximately
750 feet to the southeast of the subject development.
This site does lie within FAA Part 77 airspace.
The Tucson Airport is requiring a resubmit of this project. These conditions must be included in
the development plan document and shall be identified in the general notes section of all future
plans submitted to the City of Tucson for review.
Conditions of approval:
1. “According to the Federal Aviation Administration (FAA) Notice Criteria Tool, no Notice
Criteria are exceeded. Applicants are therefore not required to file FAA Form 7460.
However, if the use of cranes is anticipated during development and construction
activities, the applicant must file FAA Form 7460 at least 45 days in advance of such
use, to provide the applicant with sufficient time to respond to any concerns identified by
the FAA. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp.”

1. Provide the PC-Hydro output documents for the pre-development conditions.
2. Use of pumps in drainage design requires the approval of city engineering staff prior to review. Please review pump requirements in Section 4.18 in the Stormwater Retention-Detention Manual and contact Stephen Blood at stephen.blood@tucsonaz.gov to discuss requirements and approval.
3. Show proposed roof drainage for each building. Roof drainage may not be directed over sidewalks and must be either routed around sidewalks or under sidewalks through use of scuppers (TSM 7-01.4.3.D).
4. Storm lift station is denoted on plans as being in the civil plans but civil plans are not provided. Provide a detail for the storm lift station as well as the proposed path for its outlet.
5. Drainage from Area 2 is directed through a drainage swale to the south side of the main entrance, where there is no basin and no outlet. Clarify how stormwater would exit this area in case of an overflow.
6. In Area 3, drainage south of the tiger enclosures is directed into Area 2 and then back to a low spot in Area 3 with no outlet except to overflow onto the sidewalk. Show how this drainage will be directed under or around ADA accessible sidewalks to comply with TSM 7-01.4.3.D.
7. Drainage from the Event Meadow is directed southwest and over the sidewalk. Show how this drainage will be directed under or around ADA accessible sidewalks to comply with TSM 7-01.4.3.D.
8. Provide waste stream calculations as specified in Section 8-01.8 of the TSM.
9. Please provide a site plan for the proposed parking area.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

UDC/TSM COMMENTS:
1. Ensure that Zoning, Engineering comments, and concerns are addressed prior to landscape section approval.
2. Due to the existing nature of the site as well as the proposed development by the zoo, NPPO/Commercial Rainwater Harvesting Plan Requirements are waived.

5. Pg HA1.4 shows an open space called ‘Event Meadow’ that is hybrid Bermuda grass sod, please grade this so it can be used as a micro basin for water harvesting, especially seeing as the City just instituted an ornamental turf ban. Landscape/NPPO understands this space has a function that is not purely ornamental. But any mitigation in terms of irrigation would be helpful.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 22, 2024.

COMMENT: 2-06.4.9.H.5.a – On the plan you state “NOTE; PARKING FOR THIS PROJECT PREVIOUSLY ADDRESSED THROUGH DP22-0261, NEW PARKING LOT, AND AN APPROVED CMO APPEAL FOR VEHCILE AND BICYCLE PARKING REQUIREMENTS, DATED 2/2/23, WHICH IS INCLUDED WITH THE PERMIT SUBMITTAL DOCUMENTS FOR THIS PROJECT.” You also state “A PARKING WAIVE RAPPLICATION SHALL BE SUBMITTED FOR THIS PROJECT.” Zoning was not able find the CMO Waive within your submittal, provide a copy with the next submittal. If the parking was approved during review of DP22-0261 why would a new waiver be required.
