It appears that the proposed location of the east driveway entrance does not comply with Sec. 5.4.1 of the Transportation Access Management Guidelines for the City of Tucson, an 80’ separation should be provided between the driveway on the adjacent property. 3. Verify if the fire hydrant called out at the southeast corner of the site exist. A March 2025 street view does not show a fire hydrant. | 07/02/2025 | Site Landscape Standard | REQUIRES RESUBMIT | CDRC TRANSMITTAL PLANNING AND DEVELOPMENT SERVICES DEPARTMENT REVIEWER: CHAD KELLER, RLA SITE LANDSCAPE/NATIVE PLANT PRESERVATION SECTION PROJECT: MULTIFAMILY DEVELOPMENT ACTIVITY NO: TD-DEV-0425-00125 ADDRESS: 5655 E 29TH ST ZONING: R-2 RESIDENCE ZONE LAND USE: MULTIFAMILY This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting. Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape and NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. 10-feet between the building structure and the edge of the depressed landscape area is required. Minimum 4-foot from property boundaries is also a requirement. Revise to meet these standards. DESIGN STANDARDS FOR STORMWATER DETENTION AND RETENTION FOR PIMA COUNTY -- 5.3.1.11.d UNDER: GENERAL STANDARDS FOR STORMWATER HARVESTING BASINS 11. For safety and access purposes, stormwater harvesting basins shall have the following setbacks, as measured from the top of the basin slope: a. Minimum 1 foot from a sidewalk or other pedestrian access path and from off-street parking areas. b. Minimum 2 feet from back of curb or edge of pavement for streets with on-street parking. c. Minimum 6 inches from back of curb or edge of pavement for streets with no on-street parking. d. Minimum 10 feet from structures, or minimum setback specified in a geotechnical report for the project. e. Minimum 4 feet from the property boundary or other access space for maintenance access. 2. The basin corners should not be designed with a 90-degree angle. The contractor will try to build the basin this way. At the very least round off the corners so that the shape is more organic and constructible. 3. Include some of the spot elevations shown on the grading details sheet(s) 4 and 5 of 9 on the rainwater harvesting plan, (inlets, outlets and bottom of the basin elevations). Or refer to the two details sheets on the commercial rainwater harvesting plan. 4. Show direction flowline arrows for drainage patterns on the rainwater harvesting plan. 5. Rainwater harvesting basins designed into the future ROW need to be approved by DTM and David Marhefka, David.Marhefka@tucsonaz.gov. The portions of the basins shown in the future ROW cannot be counted toward the water demand met percentage for the plants as part of the commercial rainwater harvesting plan calculations. Provided permission correspondence and adjust the basins as necessary. 6. Adjust some tree locations towards the bottom of the basins. 7. A 30-inch screen wall is called out on the civil site plan sheet 3 of 9. Add reference as to where to find the detail for the wall, IE: landscape plan sheet 6 of 9. 8. A family dwelling-duplex residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised plans, as noted in the comment below, along with a detailed letter which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 25, 2026. SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS) Section 2-06.1.0 GENERAL 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 2-06.3.0 FORMAT REQUIREMENTS 2-06.4.0 CONTENT REQUIREMENTS 2-06.5.0 FLEXIBLE LOT DEVELOPMENT (FLD) - ADDITIONAL REQUIREMENTS 2-06.1.0 GENERAL 2-06.1.1 PURPOSE This standard has been prepared for the purpose of informing applicants of the submittal and review requirements for development package documents to assure proper and adequate information is presented in a consistent manner, thereby providing the basis for an efficient and timely review. The development package documents are prepared in support of applications for building permits and related reviews. The information that is requested establishes the basis upon which the project will be approved and could affect what is required of the property in the future, should there be a proposal for expansion or for a different use of the property. This standard does not waive any applicable city regulations or codes. 2-06.1.2 APPLICABILITY This standard shall be used for all site plans and tentative plats submitted to PDSD for review. 2-06.2.1 APPLICATION SUBMITTAL REQUIREMENTS Development Package applications are available from PDSD. Completed applications and accompanying materials shall be submitted to PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from PDSD. Resubmittals of development packages require a comment response letter that details how all previous comments have been addressed. Provide the same number of copies of the comment response letter as plans provided. The following documents and information shall be submitted upon application: 2-06.2.1 Application Form A completed application signed by the property owner or authorized designee; 2-06.2.2 Development Package A development package must be prepared to the format and content requirements described herein; 2-06.2.3 Related Reviews In addition to the plan process, a project may require review for other types of plans and documents. The applications for those processes are submitted to the appropriate department for review and approval. These related reviews can be applied for so that review can occur concurrently with the development package application. However, it must be understood that, should the related application be approved subject to conditions or denied, this may affect the development package documents; 2-06.2.4 Concurrent Reviews The development package is designed to allow for concurrent review of any site related reviews. Concurrent review means that all plans and documents needed for the review are submitted as one package. Examples of site related reviews include but are not limited to: site plans, landscape plans, NPPO plans, water harvesting plans, grading plans, SWPPP plans, floodplain use permits, and overlay reviews. Separate applications are often required for the different site related reviews even if the plans are submitted concurrently; and, 2-06.2.5 Fees Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule. 2-06.3.0 FORMAT REQUIREMENTS CONTENT REQUIREMENTS 2-06.4.2 - The title block shall include the following information and be provided on each sheet: 2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided. 1. COMMENT: Per the recorded plat Book 7, Page 98, draw, label and dimension the 5’ utility easement at the rear (north) property line. FOLLOW UP COMMENT TO PREVIOUS COMMENT #9: Label existing 5’ utility easement on Landscape Plan (Sheet 6). Contact Chad Keller at chad.keller@tucsonaz.gov for further clarification. 2-06.4.8.C - The following information regarding existing private or public right-of-way adjacent to or within the site shall be provided: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts, and sidewalks. 2. FOLLOW UP COMMENT TO PREVIOUS COMMENT #10: a) Zoning couldn’t verify width of sidewalk parallel to E 29th St (in Right of Way). Provide dimension and/or keynote. b) Keynote 8 location needs to be updated for west and previous ‘middle’ locations (from previous submittal) on sheets 2 and 3. c) Refer to engineering for any other review comments. 2-06.4.9.H.4 - Indicate if existing streets are public or private; provide street names, widths, curbs, sidewalks, and utility locations, all fully dimensioned. 3. COMMENT: See Right of Way Reviewer Comments. FOLLOW UP COMMENT TO PREVIOUS COMMENT #12: a) Zoning couldn’t verify width of sidewalk parallel to E 29th St (in Right of Way). Provide dimension and/or keynote. b) Refer to engineering for any other review comments. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC. 4. COMMENT: Parking counts don’t meet requirements for a duplex with three bedrooms/unit. Per Table 7.4.4-1 Minimum Vehicle Parking Required, Multifamily dwellings 0-70 units (6 units shown) combined with 3 bedrooms equates to 2.25 spaces per dwelling unit. This will equate to 4.5 spaces and this is rounded up to 5 spaces per duplex (x3) equals 15 total parking spaces required. FOLLOW UP COMMENT TO PREVIOUS COMMENT #14: a) Under 7.4.10 there is the option to pursue a Parking Design Modification Request (PDMR) to resolve your aforementioned parking shortage / bicycle count increase option, administratively. Review the following hyperlink for the code requirements and application. On the application, pay close attention to where you have the opportunity to explain/justify why this request is justified. Lastly, update the parking counts on the cover page. Label each on plan sheets 2 and 3. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long term bicycle spaces required and provided. c) COMMENT: Per 7.4.9 and Table 7.4.8-1, provide (6) short-term and (9) long-term bicycle parking spaces/unit. Six (6) units = 15 bicycle spaces total for the overall site. FOLLOW UP COMMENT TO PREVIOUS COMMENT #15: a) The two bicycle pads between units 4 and 6 encroach into each units’ pedestrian accessway. Consider rotating each pad 90 degrees or locate north of each pedestrian accessway. 2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm. d) COMMENT: Provide the information as noted by the standard above. See engineering/solid waste comments. FOLLOW UP COMMENT TO PREVIOUS COMMENT #19: The refuse container shown is for single container specifically. Was there a reason the double container enclosure wasn’t provided (so as to include recycling) and if not, where will the recycling be located? 2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements. e) COMMENT: Provide the information as noted by the standard above.
