This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants, and water harvesting.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:
1. Ensure that Zoning and Engineering comments are addressed prior to Site Landscape section approval.

2. Place trees as close as possible to the bottom of the WHIA to receive the most rainwater possible. A couple on the Velvet Mesquites along Valencia Rd landscape border are on the edge or completely out of the basin.

3. Can shade trees be added to each of the planter islands in the north parking area?

4. The Tree Basin detail on sheet L5.1 is great. Can a leader callout be added to the CRWHP Rainwater Harvesting Key Notes referencing that detail, and possibly add the same keynote to the Planting Plan? Some landscape contractors have been overlooking the intent of the tree locations within the basins. I have also been recommending the addition of a rainwater harvesting basin schematic detail to the CRWHP for redundant clarity, not required. There have been several cases on projects where the trees are not located at the bottom of the basin. If you would like to add the detail to your CRWHP and need an example, please reach out and I will send a couple versions of the schematic for your reference/use.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 5, 2025.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. This comment was not fully addressed. Financial Service: Excluding non-chartered institutions, is not part of the “CIVIC” use group. Also, per UDC Table 4.8-4 the following Use Specific Standards, 4.9.4.L.3, 4.9.13.E, and 4.9.13.P, apply to a Financial Service use in the C-2 Zone. COMMENT: 2-06.4.7.A.4 – The proposed use listed under General Note 3 is a Use Group not a use as classified in the UDC. Review UDC Table 4.8-4 and provide a use as designated in the UDC along with the applicable Use Specific Standards.

2. This comment was not addressed correctly. General note 14 should still reference UDC ARTICLE 5.5 GATEWAY CORRIFOR ZONE (GCR)”. COMMENT: 2-06.4.7.A.6.a – As Valencia Rd is designated as an Arterial Gateway on the COT MS&R map revise General Note 14 to include UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. This comment was not addressed correctly. Show the required 1’-0” setback on the plan. COMMENT: 2-06.4.9.H.5 – Demonstrate how the requirements of UDC Article 7.4.6.F.2.a.(2) are met for the proposed drive-through.

4. This comment was not addressed correctly. The detail now shows a distance of 4.20’. COMMENT: 2-06.4.9.H.5.a – Detail 2 sheet 9 the location dimension shown for the wheel stop is not correct. Review UDC Article 7.4.6.H.3 and provide the correct dimension.

5. This comment was not fully addressed. The detail does not address UDC Articles 7.4.9.B.1.e, & 7.4.9.B.2.a.COMMENT: 2-06.4.9.H.5.d – Provide a detail for the proposed short-term bicycle parking the clearly demonstrates how the requirements of UDC Articles 7.4.9.B.1, 7.4.9.B.2 and 7.4.9.C are met.

6. Until the recordation information is provided Zoning cannot approve this DP.COMMENT: 2-06.4.9.L – All cross access agreements and/or easement called out on the plan will need to be recorded prior to approval of this DP. Provide a copy of the recorded documents with the next submittal.
