COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 20, 2024.

2-06.3.0 Format Requirements:

1. 2-06.3.4 - A title block shall be provided in the lower right quadrant of each sheet.

COMMENT: Correct TD-DEV # on all sheets for next submittal.

2-06.4.0 Content Requirements:

2. 2-06.4.7.A.1 - List as a general note: "Existing zoning is ____."

COMMENT: The Parcel has both C-2 and R-2 zoning. Add to General Note 2.

3. 2-06.4.7.A.4 - Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses.

COMMENT: Correct General Note 3 to show existing use of the property as “Funeral Service”, with UDC Section 4.9.13.P as use specific standards. “Garage & Patio” are not uses found in the UDC. Under “Lot Coverage” remove reference to Parking, Parking is not a designated use in the C-2 zone and change reference from Cemetery to Funeral Service.

4. 2-06.4.7.A.8.a - Floor area for each building.

COMMENT: Add Existing Building SF to General Note 5

5. 2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

COMMENT: Zoning to North is R-2, not C-2 & R-2.

2-06.4.9.H Proposed Traffic Circulation

6. 2-06.4.9.H.5 - If utilizing parking area access lanes (PAALs), they shall be designed in accordance with Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

COMMENT: The PAAL to the north of the proposed addition will have to be a one way. Per UDC Section 7.4.6-2, a “one-way access lane (except when serving as a fire lane) must be a minimum of 10’ wide”. Clarify if that area is to be a one-way and identify on site plan.

COMMENT: Per UDC Section 7.4.6. E.2, “The minimum height clearance along access lanes and PAALs is 15’. The minimum height clearance within parking garages may be less than 15 feet as permitted by the City ’s adopted Building Code.

Provide approval from City of Tucson Building Officials for reduction in clearance in order for zoning to approve.

7. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

COMMENT: Clarify the required parking ratio on the cover sheet. 1 space per 300 sq/ft GFA is required for the Commercial Services Use Group, provide the GFA of the existing building and proposed addition with the calculation to demonstrate that the required parking is being met.

8. 2-06.4.9.H.5.d - Show bicycle parking facilities fully dimensioned. For specifics, refer to Section 7.4.9, Bicycle Parking Design Criteria, of the UDC. Provide, as a note, calculations for short and long-term bicycle spaces required and provided.

COMMENT: Identify short term parking on site plan Per UDC Section 7.4.8-1, two spaces of short-term parking are required.

9. 2-06.4.9.O - All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and zoning, including sight visibility triangles, will be shown.

COMMENT: Per UDC Section 6.3-4.A, A Nonresidential Use adjacent to a Residential Zone has setbacks of 1 ½ H of the proposed exterior wall. Identify the required setback on the site plan and change General Note 16 to show correct required setbacks to the north, south, east and west.

10. 2-06.4.9.Q - Provide the square footage and the height of each commercial, industrial, or business structure and the specific use proposed within the footprint of the building(s).

COMMENT: Provide height and square footage of existing building within building footprint on site plans. Provide height of proposed patio within footprint on site plans.


11. COMMENT: The proposed garage addition appears to cross into the parcel to the north of the site. Zoning cannot approve of a building that is on two different parcels. A lot combination with parcel 110-15-231N is required before zoning can approve.
