2. Please use updated curb radius design guide from the 2021 Tucson Street Design Guide (5-10). Driveway curb return radiuses along Park Av (Urban Thoroughfare) should be 20’. If larger radiuses are desired, please describe justification. Include discussion of northern most driveway currently designated protect in place.
3. Any existing curb, sidewalk, curb access ramps and driveway aprons may remain if they are within tolerance of current standards. If they are non-compliant, they will be reconstructed to meet current standards. Existing curb may remain if it is compliant with current standards.
4. Please label the future ½ RoW as a distance from centerline to future edge of right of way (60’ along Park Av) on the site plan.
5. Please clarify the FUTURE CURB label on the site plan and remove if not in reference to a known specific plan.
6. Please dimension the Planting / Amenity Zone on the site plan (between curb and sidewalk) and consider a design with 8’-12’ in this zone, with preference for larger area for greater pedestrian comfort.
7. Preferred sidewalk width is 6’ – 8’ along Park Av with a larger sidewalk preferred for greater pedestrian comfort. Please include a dimension for each continuous section of sidewalk on the site plan.
8. At least one sidewalk is required to connect the onsite circulation path to sidewalk in the ROW of each street to which the property has frontage.
9. Where adjoining sidewalk from the property ties to sidewalk along the ROW frontage, a 60” X 60” ADA landing is required. Landings shall be 60” X 60” and not to exceed a 2% cross slope in all directions.

1. The drainage report proposes that there will be a flood wall on the southeast corner of the property, near the intersection of Fair and Park. In the site plans, Note 23 calls out the wall in this area as a masonry wall and refers to the architectural plans. The architectural plans indicate in detail 23 that the taller portions of the wall have a perforated drain block at the base of the wall. Please clarify in the plans whether or not the perimeter wall is flood vented at the southeast corner and show that the wall will be stabilized to adequately withstand the analyzed 2-foot potential flood wall scour depth.
2. Use of a dry well as a retention solution must be approved by the floodplain administrator. Please contact Stephen Blood at stephen.blood@tucsonaz.gov for approval and include his approval in your next submittal.
3. Specify the steepness of the side slopes in the proposed channel. If the side slopes are steeper than 3V:1H, the side slopes must be stabilized.
4. Maximize water harvesting to landscaped islands and water harvesting areas through use of curb cuts and flush curbs. Indicate all proposed curb cuts in the site plan.
5. Show a 14-foot by 40-foot clear space in front of each proposed dumpster to comply with waste access and maneuverability requirements in TSM 8-01.5.3 B.

This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting.
General Note - UDC 2-10.4.1 Identification and Descriptive Data - All improvements and site information, such as adjacent rights-of-way and property lines, shown on the landscape plan will be identical in size and location to those shown on the base plan (site plan or tentative plat). Should amendments be required to the base plan through the review process, the same amendments will be made to the landscape plan which will then be resubmitted along with the base plan.
1. The Unified Development Code (UDC) requires all new development or an expansion of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10, which states any change in design or land use requires a new review and approval process for the landscape plan.
2. A Commercial Rainwater Harvesting plan is required. Multi-family projects are commercial developments. UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. Demonstrate how water harvesting is being maximized.
3. Engineer & LA – Show on grading plans; top and bottom elevations of all basins, including water harvesting infiltration areas, side slopes, and basin depth.
4. Engineer & LA comment - The tables 2.2 and 2.3, pages 12-13 in the PCRFCD Manuel can be used in lieu of the Water Budget Table, the only thing that is missing is water demand for plants, which can be added. Make sure units match. Show how First Flush Volumes relate to plant water demands.
5. The water harvesting plan is difficult to read, please add flow arrows and labels, remove existing contours for clarity. No WHIA are identified on the plan.
6. Engineer & LA comment The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. The plan doesn't show the effective use of run-off to supplement irrigation.
a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible.
b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas.
c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. All landscape areas should be included within infiltration areas.
d. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained.
e. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations.
f. Water harvesting areas should be depressed between 6 and 9 inches. These areas can be counted toward first flush retention requirements.
g. Consider using Water Harvesting Infiltration Areas to offset the size of a retention/detention basin.
7. The following information will be provided on the Water Harvesting Plan. UDC Tech. Manual 4-01.3.2.
a. How monthly rainfall and irrigation data will be obtained and recorded;
b. Soil pretreatment techniques, locations;
c. Maintenance notes; and,
d. Monitoring and Annual Reporting Requirements.
8. The following maintenance requirements should be addressed on the Water Harvesting Plan and within the required Annual Monitoring Report
(UDC Tech Manual 4-01-5.1);
a. Periodically inspect and clean gutters, leaf screens, and filters. Inspect systems following heavy rains to check for leaks and/or overflow problems. Periodically inspect and maintain Water Harvesting Infiltration Areas to ensure proper infiltration, overflow, and erosion control. Repair and correct problems.
b. Ensure proper functioning of Water Harvesting Systems, by periodically inspecting and maintaining sub-watershed surfaces and infrastructure associated with the system such as French drains, spillways, scuppers, and other elements. Repair and correct problems as needed.
9. Monitoring - UDC Tech Manual – 4-01-61, please add these notes to the Water Harvesting Plan;
a. Monitoring of water use and related information at the site shall be the responsibility of the property owner. Monitoring is required to verify compliance with the approved Water Harvesting Plan. Monitoring data shall be compiled, along with other necessary information, into an annual report to be submitted to the city by January 30 of each year.
b. Monthly rainfall shall be monitored using an on-site rain gauge, or a monthly rainfall estimate shall be developed using data from the closest available rain gauge recorded at www.rainlog.org.
c. Annual reporting requirements as stated in UDC 4.01-6.2
10. Engineer & LA comment - The landscape, water harvesting, and grading plans must match.
11. Engineer & LA comment - Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans.
12. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.
13. Installing landscape/irrigation or drainage structures in the right of way requires approval from DoT&M, contact david.marhefka@tucsonaz.gov, plans cannot be approved without the department’s consent.
14. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.
15. Yucca is not considered a screening plant, please choose a more appropriate species. Table 7.6.4-1- Requires 30” screen adjacent to parking areas along MS&R streets, 5’ screen along non-MS&R streets, adjacent to residential or office uses, a 5’ wall is required.
16. Consider using an organic groundcover such as mulch instead of d.g.
17. Placing trees along the edge of a parking area or at the ends of parking row does not meet the intent of the UDC. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2
18. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A.
19. Provide a detail to show tree planting with root barrier adjacent to walkways.
20. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 7.6.8, Admin Manual 2-10-4.2.A.4. and Technical Standards 5-01.9., please be specific.

COMMENTS: Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC), Administrative Manual (AM) Section 2-06.0.0, and the Technical Standards Manual (TSM).

Per UDC Section 3.3.3.G.5.c, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year expiration date is May 4, 2024.

1. COMMENT: 2-06.3 – Include an additional site plan that shows the entire parcel and not the project site only.

2. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0423-00198, adjacent to the title block on all sheets. Additionally, clarify the “PRE-XXXX” and “TXXXXXXX” activity numbers provided on the development package drawings.

3. COMMENT: 2-06.4.5 – Include a sheet index (a legible drawing of the site showing the area represented on each sheet) on the cover sheet.

4. COMMENT: 2-06.4.7.A.4 – Per UDC 4.9.13.F, a screen wall at least five feet in height is required between a Protective Service use and any residential zone. Identify the location of the required screen wall.

5. COMMENT: 2-06.4.7.A.6 – Provide a general note stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE CRITERIA FOR: UDC SECTION 5.4, MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R).

6. COMMENT: 2-06.4.7.A.6.a – Clarify what the TSMR application provided is specifically requesting to modify.

7. COMMENT: 2-06.4.7.A.8.a – Clarify “total building area of 52,840 (44,120 SF occupied).” Refer to UDC 11.4.8 for the definition of “gross floor area.” The gross floor area of the site does not include any interior space used for parking, loading, or loading space that is incidental to the principal use. Ensure all motor vehicle and bicycle parking calculations reflect the correct gross floor area of the site.

8. COMMENT: 2-06.4.8.B – Provide the abandonment information for all easements proposed to be vacated on the survey drawings. Vacation of the easements shall occur prior to Zoning approval of TD-DEV-0423-00198.

9. COMMENT: 2-06.4.9.H.5 – Provide the width of all parking area access lanes (PAALs) and any additional access lanes on the site plan. Refer to UDC Table 7.4.6-2 for the minimum PAAL and access lane widths. Access lanes and PAALs shall also be setback at least one foot from any proposed open structures (UDC 7.4.6.F.2.a.(1)).

10. COMMENT: 2-06.4.9.H.5.a – Provide a detail for the required van accessible motor vehicle parking spaces.

11. COMMENT: 2-06.4.9.H.5.d – Ensure that the number of required short- and long-term bicycle parking facilities correspond with the correct gross floor area calculation of the site.

12. COMMENT: 2-06.4.9.H.5.d – Show that the outdoor bicycle parking areas as required by UDC 7.4.9.B.1.e are lighted and thoroughly illuminated during hours of use.

13. COMMENT: 2-06.4.9.H.5.d – Demonstrate compliance with UDC 7.4.9.C.2 by ensuring short-term bicycle parking is provided within 50 feet of each public entrance to the proposed building. If more than one public entrance is proposed, short-term bicycle parking shall be distributed so that at least one short-term bicycle parking space is within 50 feet of each entrance.

14. COMMENT: 2-06.4.9.I – Show the site boundaries on the site plan to determine whether any portion of the site will be taken to accommodate the future right-of-way width. Contact Scott.Weber@tucsonaz.gov to determine whether a widening of the existing right-of-way will occur.

15. COMMENT: 2-06.4.9.O – Provide setback dimensions from the property lines to each covered parking canopy proposed. On March 21, 2023, the Mayor and Council adopted an ordinance for changes to the UDC. For non-residential uses, the required setback along arterials is 10’-0” regardless of height as measured from the future property line location. The required setback along local streets is 20’-0” regardless of height as measured from the property line location.

16. COMMENT: 2-06.4.9.Q – Indicate the height of each covered parking canopy proposed as well.

17. COMMENT: 2-06.4.9.R – Ensure compliance with TSM 7-01.3.3 by providing an on-site pedestrian circulation path connecting to any circulation paths along adjacent streets and to all public access areas of the development. A CMO waiver is required to eliminate any of the requirements of TSM 7-01.0.0.

18. COMMENT: Note that the demolition of buildings and structures requires a separate demolition permit. The required demolition permit shall be applied for on the Tucson Development Center Online portal.
