This development is located in the N.E. quarter of the S.E. quarter of Section 28, Township 15S, Range 14E, of the Gila and Salt River Meridian. The development site occupies parcel numbers 140-48-003A, covers approximately 4.75 ± acres, and is zoned as Heavy Industrial Zone (I-2). The nearest major roadway intersection is Aeronautical Way and South Alvernon Way, approximately 900 feet to the northeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace. Please remove the note regarding the Avigation Easement. This is not needed since the tenant will be leasing property from the Tucson Airport Authority for the proposed project. Please keep the note regarding FAA Form 7460 since there are potential for impacts to existing navigation aids, located approximately 1,000 feet to the southwest of the project site, which are used by aircraft. The Tucson Airport Authority is unable to approve the 1st submittal of this project and requests the applicant meet with the Tucson Airport Authority to discuss items which need to be removed from the 1st submittal and items which must be included in the revised plan submittal for the TAA to approve the proposed project. In response to comments, in drainage report and / or SWPP provide purpose of test pads to clarify use of proposed improvement. 2. There are retention basins indicated on the upstream side of the elevated test pad. However, grading design indicates runoff to occur from higher test pad, of the two test pads on the filled elevated platform, radially outward, not necessarily toward the basins. It is unclear if there will be sufficient basin volume (lined) for fire suppression activities if needed, and there is a large portion of the platform that will not runoff toward the proposed basins. Address the following related comments: a. Explain testing pad use, potential for fire suppression runoff, why there are no containment areas for the total runoff, and potential hazardous materials on site. b. Provide explanation of whether basins need lining. 3. The SWPPP report in general is well prepared however there are a few comments that need to be addressed. a. Provide verbiage in SWPPP report for sequence of construction activities. b. Explain type of hazardous materials expected for the hazardous materials storage area shown on sheet 1 of SWPP sheets (42 of 143). 4. For proposed in-lieu fee consideration for detention, provide: a. Clarification of in-lieu fee calculation; add to the estimated maintenance costs for 50-year life of basin structure. b. Copy of Raytheon’s Master Drainage Plan. c. Clarification of “outlet works”. 5. For drainage report, explain why City Flow Peak Estimator is not used; provide engineering justification or revise to include City’s flow peak estimator. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied.
