The development site occupies parcel number 138-16-001G, covers approximately 2.90 ± acres, and is zoned as Commercial 2 Zoning (C-2). The nearest major roadway intersection is East Valencia Road and South Nogales Highway, approximately 50 feet to the northeast of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, FAA Part 77 airspace, City of Tucson Airport Environ Overlay Zone – Compatible Use Zone One (CUZ-1), City of Tucson Airport Environ Overlay Zone – Noise Control District 65 (NCD-65), City of Tucson Airport Environ Overlay Zone – Noise Control District 70 (NCD-70), City of Tucson Airport Environ Overlay Zone – Noise Airport Hazard District, and City of Tucson Airport Environ Overlay Zone – Height Zone. Tucson Electric Power Company (TEP) has reviewed and cannot approve the
development plan submitted 3/26/2024. There are existing facilities within the
development which are not depicted upon the plan. There is a potential for conflicts as
a result of grade change, new construction, etc. Please resubmit Development Plan
with TEP facilities clearly shown and identified.
Enclosed is a copy of a TEP facilities map showing the approximate location of the
existing facilities. Any relocation costs will be billable to the customer.
To apply for electric service, please call the New Construction department at (520) 918-8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans.
If easements are required, they will be secured by separate instrument. Should you

1. Provide a reference in the drainage report that addresses all 8 requirements for underground storage standards listed in DSSDR Chapter 4.13.1. Be sure to include spec sheets for the proposed underground storage system.
2. Provide a table similar to Table 2.3 in the DSSDR that shows the volume of each basin and how much retention it contributes.
3. Section 3.1 of the Geotechnical Report recommends a distance of at least 15 feet between structures and the location of any retention basin. Show this required distance between the basin to the northwest of the existing Circle K.

6. A separate irrigation meter is required. Label irrigation meter as “irrigation only”. See TSM 4-01.6.0

7. Match the rainwater harvesting basin contouring to the civil grading plan contours. It appears that the civil grading limits are a different shape than the rainwater harvesting basins. Update the shapes of the basins on the west and south property lines and rework the calculation table to reflect the change in the rainwater harvesting infiltration area shape and size.

8. 6-inch depressed landscape areas are called out on the plans. Please depress all landscape areas 6 to 9 inches. The 6 to 9 inch depth includes the 2-inch layer of organic or inorganic ground cover (bark much, decomposed granite, screened rock, etc.).

9. Hilaria berlangeri is not on the approved Native Seed List. Please see UDC 5-02.6.0, Exhibit 1 for approved list provided by ADWR. For modifications to this list please see 5-02.5.2, Modifications to plant selection.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is March 24, 2025.

6. COMMENT: 2-06.4.7.A.8.c – The vehicle use area expansion calculation is not correct. The proposed diesel fueling area and access to the fueling area is all considered an expansion of vehicle use area.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

7. COMMENT: 2-06.4.9.O – Provide perimeter yard setback dimensions from the proposed canopy to the south & west property lines. Per UDC Article 6.4.5.B.2 A vertical structural member(s) (i.e., post, column, dormer wall) supporting a roof extension from the principal structure is considered a wall for applying perimeter yard requirements. Clearly show the columns supporting the proposed canopy on the plan. Per UDC Article 6.4.5.D.b a roof overhang may extend two feet into the perimeter yard. If the columns supporting the canopy are more than 2’ from the edge of canopy the setback will be measured 2’ from the edge of canopy.

8. COMMENT: 2-06.4.9.Q – Provide the height and square footage of the canopy within the footprint on the plan.

9. COMMENT: 2-06.4.9.Q – As the site is located within the TAI Airport Hazard District provide the height of the structure based on the mean sea level (MSL) elevations of the established end of the NW end of the TIA runway on the plan, UDC Article 5.6.11.

10. COMMENT: 2-06.4.9.R – Clearly show the required sidewalk from the existing building out to the sidewalk located within the Valencia Rd. right-of-way, TSM Section 7-01.4.1.A.
