| 03/18/2025 | Floodplain Administration Review Standard | REQUIRES RESUBMIT | 1) Tech Stnd Sec.10-01.3.1: The lease designates the access road approximately 5,700 feet from S Wilmot Rd as a "Public Road" therefore, due to braided floodplain conditions for this watershed, the proposed cross sections for this portion of the access roadway shall all have header curb and asphalt (or concrete) for top portion of the pavement structure. No sidewalk is required. Revise 2, 3, & 4 on plan sheet C701 or other appropriate details on plan sheets. 2) Tech Stnd Sec.4-04.6.6: Provide scour calculations in drainage statement for dip crossing locations to define depth for surface ford concrete walls / header curb / cutoff walls at both sides of each wash dip crossings. 3) Tech Stnd Sec.4-04.10.3.9: Label proposed culverts shall be reinforced concrete, updating table on detail 5 on sheet C701. 4) Tech Stnd Sec.26.40(8): Revise silt fence detail on sheet C700 to not show earth material buildup above grade on upstream side of silt fence - as the build-up can potentially cause redirection of runoff to increase flowrate along silt fence, (instead allowing the silt fence to filter runoff and continue to correct flow direction/pattern), until fence fails at one concentration point. 5) Tech Stnd Sec.4-04.5.2.2: Add note to plans that explains maintenance responsibility of Public Road. 6) UDC sec. 5.7.5.A.4: Address the following comments pertaining to Environmental Resource Zone (ERZ) Overlay Code: a. Label each ERZ floodplain crossing. b. Provide a minimum of six feet in height for vertical clearance over each ERZ watercourse. c. Explain in Drainage Report, how the angled flow will not migrate if the crossing is not perpendicular to flow direction. d. ERZ-ERR report shall be provided as an addendum to the drainage statement. Please resubmit revised drawings along with a detailed response letter, which states how all of the Site Landscape/NPPO Section review comments have been addressed. SITE LANDSCAPE/NPPO SECTION COMMENTS: 1. Upon review of aerial images of the site, it appears that protected native vegetation may be present within the proposed alignment of the access road improvement. Please provide a NPPO that shows preservation of existing protected native plants near the grading limits of the road. The preserve in place plants near the grading limit shall include protective fencing linework on the NPPO that depicts the fence placement at or beyond the dripline of the plants being protected in place and a detail of the fence. Since there will be no irrigation water available for transplant and mitigation plant material it is suggested that the viable transplants be placed in a container and offered to local nursery(s) of your choosing as contribution to their reserve stock of protected native plants. Or offered to the City of Tucson Parks Department for their use on current and future projects. This option has not been proposed in the past, but we believe that this effort towards conservation of the protected native plants to be used elsewhere, meets the intent of the Native Plant Preservation Ordinance. There are existing facilities within the development which are depicted upon the plan. There are multiple locations where TEP facilities will be affected by the new development. Relocations of TEP facilities will be required due to grade changes, culvert, drainage and new development locations. Further, there is a pole line on the North side of the Andrada road that is owned by TRICO. Please contact TRICO for a response for their respective facilities. Additionally, please see recorded instruments for existing facilities, attached. Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer. To apply for electric service, please call the New Construction department at (520) 918- 8300. Please submit a final set of plans including approved site, electric load, paving off-site improvements and irrigation plans. If available, include a PDF version of the plans.
