Site Engineering Review Comments:
1. Provide a new earthwork table showing the new cut & fill quantities associated with the proposed work within this submission. This should include a total area of disturbance (SQ FT & ACRES). It is asked that this table be provided on the new grading plan (Sheet C401).
2. Provide an impervious coverage table with the earthwork table requested – this should show existing impervious coverage vs proposed impervious coverage.
3. For the associated SWPPP – separate and create a standalone SWPPP file/document and leave only site plan related SWPPP sheets within the core of the Plan set file. It is asked that only sheets C100 to C104 be left in the core of the Development Package Construction document/file. They should still be shown within the SWPPP document as well.
4. As this is a different situation compared to standard Revisions, it will be asked that a new Sheet index be provided and bubbled on resubmission regarding all new pages vs what was existing pages.
a. For all new pages/sheets added, it is asked that the corner page description be bubbled to show they are “revisions” regarding the submission. Bubbling and delta clouds clearly labeled will be necessary regarding all new items, pages, etc that are included with this revision for TD-DEV-0223-00150.
b. Combine the plan set labeled as site plan and plan set labeled grading into one full plan set file. On resubmission, ensure to label the site plan associated with DP18-0282 as “FOR REFERENCE” as this DP activity is full closed.
5. Provide a drainage statement demonstrating the function, intent, and design regarding the drainage system proposed for the new turf baseball field. This should include the level of flows being managed and if all necessary erosion measures are sufficient. This should be stamped by a registered Civil Engineer.
6. Provide a dimensioned construction detail & cross section showing the full extent of the proposed culvert with rip rap. This includes sizing.
7. The plans show the discharge from the underground drainage pipes towards the northwest edge of the property site – Per TSM 7-01.4.1.E & 7-01.4.3.E - At any point where a ten-year frequency flood discharge is proposed to cross a sidewalk or pedestrian access, the sidewalk/access shall be designed and constructed to convey up to and including the ten-year frequency flood flows under the sidewalk/access.
a. Additional drainage improvements may be necessary to deal with drainage being directed towards Glenn ST ROW. Improvements may include installation of an appropriately sizing sidewalk scupper for the sidewalk along the south portion of Glenn ST, or some method of detention/retention to defocus the flows from direct discharge will be required.

THE PROPOSED PLANS HAVE BEEN REVIEWED FOR COMPLIANCE WITH APPLICABLE DEVELOPMENT STANDARDS FOR SITE LANDSCAPE, NATIVE PLANTS, AND RAINWATER HARVESTING, PER-THE-CITY OF TUCSON UNIFIED DEVELOPMENT CODE (UDC), TECHNICAL STANDARDS MANUAL (TSM), AND ADMINISTRATIVE MANUAL (AM).

RESUBMIT REVISED DRAWINGS ALONG WITH A DETAILED RESPONSE LETTER, STATING HOW ALL SITE LANDSCAPE AND NPPO SECTION REVIEW COMMENTS HAVE BEEN ADDRESSED.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. Due to site constraints with ROW and the grade change from the ball field down to the existing sidewalk, it has been determined that the landscape border requirement within the PAD 17 document is not required at the north end of the site. In addition, the PAD 17 document states that an NPPO is not required, so it can be removed from the sheet index. See comment below with regard to updating the sheet index.

2. The preservation fencing and planting details are great. The sheet index indicates that site landscape, irrigation, native plant preservation and supporting details will be part of this submittal. If additional plant material is being proposed on site, then provide a planting plan, irrigation plan and all details needed to complete the work.

3. 2-inch depth decomposed granite is called out on the plans. Can this be updated to a sized screened rock in a particular color. IE: 2-inch depth of ¾ inch screened rock in Coronado brown or approved equal.

4. For more information and items called out in the pre-application meeting, please see activity number TP-PRE-0226-00044 within the TDC Online portal.

5. Prior to site landscape approval, ensure that Site Zoning and Site Engineering comments are fully addressed.

6. Include the Activity Number TD-DEV-0223-00150 on all sheets in the plan set.

Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is April 10, 2027.

SECTION 2-06.0.0: DEVELOPMENT PACKAGE (TENTATIVE PLATS AND SITE PLANS)


1. COMMENT: If you choose to include a copy of approved Development Package DP18-0282, clearly indicate that it is “FOR REFERENCE ONLY.” Create a separate plan set for TD-DEV-0223-00150, that includes a site plan, grading plans, and all associated revisions.

2. COMMENT: Provide an updated sheet index that clearly indicates which pages are new and/or which pages have revisions. Use bubbling / delta clouds to show all revisions.
