06/14/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Pusch Ridge Christian Academy – South Campus (Phase 2) Development Package (3rd Review) TD-DEV-0223-00144 TRANSMITTAL DATE: June 13, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is May 15, 2024. COMMENT: It is recommended to provide a standard detail showing the regular parking. COMMENT: Wheel stops, barriers, are required for the parking located on the south portion of the site Per UDC section 7.4.6.H.1. “Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines , to prevent cars from damaging adjacent landscaping , walls, or buildings , overhanging adjacent sidewalk areas , and/or driving onto unimproved portions of the site .” COMMENT: Provide a detail for the parking with wheels stops. Per UDC 7.4.6.H.a.3 When required, wheel stop curbing must be a minimum of two and one-half feet from the front of the parking space. (See Figure 7.4.6-C.) COMMENT: 2-06.4.9.H.5.d – Clarify the location of the long term bicycle parking, Clarify the amount of longer term and short term bicycle parking provided. There are a total of 12 short term bicycle parking located on the bicycle rack. 1. COMMENT: 2-06.4.9.H.5 - Because the first phase of the project constitutes a greater than 25% expansion of floor area, full code compliance is required. Please show a fully compliant vehicle use area, with sufficient parking, PAAL width, dimensions, etc. found in 7.4.6 of the Unified Development Code (UDC). Each phase will need to show full code compliance before approval of the individual phases. To get approval of phase 1, please show full compliance. The response letter indicates that the parking area will be done on phase 2. This is not an option, as each phase will need to maintain full compliance. COMMENT: Dimension the pedestrian pathway, All sidewalks must be a minimum of four feet wide, 2. 14. COMMENT: 2-06.4.9.H.5.a – This comment is still valid, as phase 1 constitutes a greater than 25% expansion of floor area. The comment response letter indicates that the improvements will be made in phase 2. Please address this comment for phase 1. 2-06.4.9.R: This comment is still applicable show on-site pedestrian circulation to the dumpster enclosure the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual. 3. 16. COMMENT: 2-06.4.9.R - As it appears that the building expansion will exceed 25%, UDC Article 7.4.3.E.2, clearly show that the requirements of this section are met on the plan. Please show a fully dimensioned and detailed plan set that shows all on-site continuous pedestrian circulation. There appears to be a plan, but zoning requires that all sidewalks, driveways, ADA, and other requirements be fulfilled. Please ensure that the parking and pedestrian areas will be completed on phase 1 of the project.
