The development site occupies parcel number 138-09-002E, covers approximately 8.2 ± acres, and is zoned as Residence Zone 1 (R-1). The nearest major roadway intersection is South 12th Avenue and West Calle Alvord, approximately 50 feet to the northwest of the subject development. This site does lie within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, FAA Part 77 airspace, City of Tucson Airport Environs Overlay Zone – Height Overlay Zone, City of Tucson Airport Environs Overlay Zone – Hazard District, and City of Tucson Airports Environs Overlay Zone – Noise Control District 65 (NCD-65). The Tucson Airport Authority objects and does not support the proposed development of the property since it goes against the Tucson Airport Authority’s adopted Avigation Easement and Disclosure policy, with the proposed development establishing a non-noise compatible use, a private school, within the City of Tucson Airport Environs Overlay Zone. Furthermore, the proposed private school is in close proximity to the primary arrival and departure corridor for all aircraft operating at Tucson International Airport, which would subject the future students and employees of this private school to regular and high levels of aircraft noise. | 04/28/2025 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: Pusch Ridge Christian Academy – South Campus Development Package (2nd Review 1st Revision) TD-DEV-0223-00144 TRANSMITTAL DATE: April 28, 2025 DUE DATE: April 28, 2025 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 21, 2026. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 1. This comment was not addressed. COMMENT: 2-06.4.9.G – The phasing summary shall include the number of required and provided vehicle parking space to include the number of accessible & van accessible space required and provided for each phase. 2. This comment was not addressed. COMMENT: 2-06.4.9.G – The phasing summary shall include the number of required and provided short- & long term bicycle parking spaces required and provided for each phase. 3. This comment was not addressed. The plan does not provide the number of spaces required or provided. COMMENT: 2-06.4.9.G – The phasing summary shall include the number of required and provided passenger drop-off areas, UDC Article 4.9.3.D.7m for each phase. 4. This comment was not addressed. The calculation shall be based on the number of spaces required and provided not square footage. COMMENT: 2-06.4.9.H.5.a – Provide a Passenger Drop-Off Area calculation that provides the number of required and provided drop-off areas. Clearly show the required Passenger Drop-Off Areas on the plan fully dimensioned. 5. This comment was not addressed, There is no detail provided on sheet 4. COMMENT: 2-06.4.9.H.5.a – Provide a detail for both a standard and accessible parking space. 6. This comment was not addressed correctly. Zoning acknowledges that short-term bicycle parking is shown west of the existing building under Keynote 8 but no long-term bicycle parking has been shown. Bicycle parking detail H sheet 6 does not address UDC Article 7.4.9.B.1.e, 7.4.9.B.2.f & .h. Reference UDC Figure 7.4.9-C. for the correct layout for short-term bicycle parking. No detail was provided for the required long-term bicycle parking. Based on the 14 short-term racks shown on sheet 4 you are only providing 28 bicycle parking spaces. A Board of Adjustment for Variance will be required to reduce the number of required bicycle parking spaces. COMMENT: 2-06.4.9.H.5.d – Clearly show the required short- and long-term bicycle parking on the plan and provide a detail for both short- and long-term bicycle parking That clearly demonstrates that the requirements of UDC Article 7.4.9 are met. 7. This comment was not fully addressed. Clearly show the accessible access is provided out to the PLAY FIELD. COMMENT: 2-06.4.9.R – Clearly demonstrate how accessible access is provided from the accessible vehicle parking spaces to all areas of the site. This shall include all buildings and play fields. 8. This comment was not addressed. Mr. Fiederer does not have authority to make this call. Contact Nicholas Ross, Development Services/Neighborhood Resources Section Manager as this will required a Technical Standards Modification Request (TSMR). COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.A are met out to Calle Alvoid. 9. This comment was not fully addressed. This requirement was not provided to the PLAY FIELD. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.3.3.B & 7-01.4.1.D are met for the entire site. 10. This comment was not addressed. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.1.B are meet along the east side of Phase 4 classroom building. COMMENT: 2-06.4.9.H.5 – Clarify how vehicles are prevented form accessing the landscape areas located north and south of the loading area shown south of the proposed short-term bicycle parking, UDC Article 7.4.6.H.1. 12.
