COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Landscape Review Section comments were addressed.
1. The Unified Development Code (UDC) requires all new development or an expansion of an existing development submit a landscape plan, UDC 7.6.2. Preparation of the landscape plan shall adhere to UDC 7.6.4. and Administrative Manual 2-10.
2. A Commercial Rainwater Harvesting plan is required. Multi-family projects are commercial developments. UDC Technical Standards Manual – Section 4-01.0.0. and Section 5-01.0.0 Landscaping and Screening. Demonstrate how water harvesting is being maximized.
3. If using d.g. at 2” depth, make sure that the water harvesting basins are 8” deep to allow for d.g. depth. Make sure that grading, water harvesting and landscape plans match, as well as details. Please add a detail to show depressed landscape areas or indicate with notes.
4. Engineer & LA comment - The tables 2.2 and 2.3, pages 12-13 in the PCRFCD Manuel can be used in lieu of the Water Budget Table, the only thing that is missing is water demand for plants, which can be added. Make sure units match. Show how First Flush Volumes relate to plant water demands.
5. Engineer & LA comment The grading plan and water harvesting plan do not meet the requirements of the water harvesting ordinance and technical standard. The plan doesn't show the effective use of run-off to supplement irrigation.
a. The catchment areas must provide water to the infiltration areas. Revise the grading to direct runoff to the landscape infiltration areas to the maximum extent possible.
b. Catchment areas in the water harvesting table can only count the areas that are directed to the landscape infiltration areas.
c. Clearly show the areas in each catchment area and the areas of effective infiltration and water harvesting. All landscape areas should be included within infiltration areas.
d. UDC section 7.6.6.C requires the use of all runoff to supplement irrigation. Show how this is attained.
e. Show rooftop drainage patterns and show how they are incorporated into the water harvesting calculations.
f. Water harvesting areas should be depressed between 6 and 9 inches. These areas can be counted toward first flush retention requirements.
6. Engineer & LA comment - The landscape, water harvesting, and grading plans must match.
7. Engineer & LA comment - Identify curb inlets/splash pads to landscape areas on grading and water harvesting plans. Only curb openings are shown for medians.
8. Please provide all landscape calculations on the landscape plan, including required trees for the parking areas, Admin. Manual 2-10-4.2.A.2.c and landscape borders, UDC Technical Standards 2-10.4.2.f & g.
9. Please label the existing and future rights of way for all public streets, UDC 7.6.4.C.2.a.
10. Table 7.6.4-1- Requires 30” screen adjacent to parking areas along MS&R streets, 5’ screen along non-MS&R streets, adjacent to residential or office uses, a 5’ wall is required.
11. Consider using an organic groundcover such as mulch instead of d.g.
12. Installing landscape/irrigation in the right of way requires approval from DoT&M, contact david.marhefka@tucsonaz.gov, plans cannot be approved without the department’s consent.
13. All spaces within 40’ of a tree is only one of the requirements, and it is required to meet all. Additional medians are required in the parking area. The intent is to provide as much shade on the asphalt as possible, and the requirement is 1 tree per 4 parking spaces; trees are expected to be placed within the parking area itself to mitigate the heat and glare radiated by the built environment, UDC 7.6.1.A.3. Trees are to be distributed evenly throughout the parking area, UDC 7.6.4.B.1.a., UDC Technical Standards Manual 5-01-.3.2
14. An irrigation plan and specifications are required per UDC Administration Manual 2-10.4.2.C and Technical Standards Manual Section 4-01.4.2, Irrigation Standards.
15. Please label the separate irrigation meter “irrigation only”. UDC Technical Standards 4-01.6.1.A.1.
16. Identify the type of irrigation controller with soil moisture gauge, tensiometer, weather station and/or evaportranspiration data. UDC Tech Standards 4-01.4.A.
17. Provide a detail to show tree planting with root barrier adjacent to walkways.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 27, 2024.

CONTENT REQUIREMENTS

1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0223-00140, adjacent to the title block on all sheets.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

2. COMMENT: 2-06.4.7.A.4 – Zoning acknowledges the proposed uses, Food and Beverage Wholesaling & Commercial Storage, but you show “SEASONAL PATIO” on the plan. Clarify how a seasonal patio works with the proposed uses. Typically, seasonal is associated with a retail use. A zoning determination may be required.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

3. COMMENT: 2-06.4.9.A – As this site is made up of two (2) parcels, 124-17-0410 & 124-17-046A, a lot combination is required. Provide a copy of the approved Pima Assessor’s Combo Request form with the next submittal.

4. COMMENT: 2-06.4.9.H.5 – Keynote 28 calls out “NEW VEHCILE ACCESS GATE”. As Park is designated as an Arterial on the COT MS&R Map, clearly demonstrate how a vehicle can turn around, with all maneuvering on site, if the gates are closed.

5. COMMENT: 2-06.4.9.H.5.a – The vehicle parking spaces shown along the north side of the building may not be counted toward the required or provided number of vehicle parking spaces as they do not meet the requirements of UDC Article 7.4.6.K.

6. COMMENT: 2-06.4.9.H.5.a – Until comment 2 is addressed Zoning cannot verify vehicle parking requirements.

7. COMMENT: 2-06.4.9.H.5.c – Clarify what type of loading spaces are proposed and clearly show the loading spaces on plan fully dimensioned.

8. COMMENT: 2-06.4.9.J – Clearly dimension the existing & future curb locations for both Park & 18th. It does not appear that the locations of the curbs shown on the plan meet the street cross sections of the COT MS&R plan.

9. COMMENT: 2-06.4.9.O – The perimeter yard setback shown under General Note 15, for the east property line is not correct. Per UDC Table 6.3-5.A: DIMENSIONAL STANDARDS FOR THE P-I, I-2, & I-2 ZONES, I-1 Zone, Nonres Use to a Res Zone the required setback is 1 ½ (H). Also, you show the setback as measured from “FUTURE B.O.C.”, this is not correct and should be to the property line.

10. COMMENT: 2-06.4.9.O – The street perimeter yard setback shown under General Note 15, for the north property line is not correct .As 18th St. is designated as a collector on the COT MS&R Plan the street perimeter yard setback is measured from the back of future curb.

11. COMMENT: 2-06.4.9.O – There is a “NEW BUILDING OVERHANG” called out under keynote 29, clearly show the extents for this overhang. It appears that the proposed overhang extends into the perimeter yard setback. Per UDC Article 6.4.5.D.2.a the roof overhang is only allowed in established areas. As this site boarders on a street designated on the COT MS&R map per UDC Article 11.4.6 definition of Established Area Setback this site does not quality for established area setbacks and the 2’-0” overhang allowance in to the perimeter yard setback is not applicable.

12. COMMENT: 2-06.4.9.Q – Provide a height for the proposed overhang called out under Keynote 29.

13. COMMENT: 2-06.4.9.Q – Provide a height and detail for the proposed fence called out under Keynote 41 so that perimeter yard setback requirements can be verified.

14. COMMENT: 2-06.4.9.R – As new sidewalks are called out along the right-of-ways, clearly demonstrate how the requirements of TSM Section 7-01.4.1.A.

15. COMMENT: 2-06.4.9.R – Clearly demonstrate how the requirements of TSM Section 7-01.3.2 are met to at least one of the street sidewalks.
