Development Package (1st Review) TD-DEV-0125-00008 TRANSMITTAL DATE: March 12, 2025 DUE DATE: March 12, 2025 COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is February 13, 2026. 2-06.2.0 APPLICATION SUBMITTAL REQUIREMENTS 1. COMMENT: 2-06.2.2 – As this DP has not yet been approved remove all revision clouds and deltas from the plan. 2. COMMENT: 2-06.2.4 – Clarify what sheet 2 is for as it has no relevance to a DP and should be removed from the plan set. 3. COMMENT: 2-06.2.4 – Remove all references to building codes from the plan. 2-06.4.0 CONTENT REQUIREMENTS 4. COMMENT: 2-06.4.2.B – Provide a brief legal description within the title block. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 5. COMMENT: 2-06.4.7.A.4 – The use listed under Project information is not a use as classified per the UDC. 6. COMMENT: 2-06.4.7.A.6.a – Per discussions with Elisa Hamblin, Zoning Administrator, with the addition of building square footage the new addition is required to meet UDC Use Specific Standard 4.9.7.J.6. A new Board of Adjustment for Variance is required as this site is located less than 500’ to the R-2 Zones located to the east and southwest of this site. Board of Adjustment application/requirements can be found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Planning-Zoning-Applications/Zoning-Administration. Contact for the Board of Adjustment is Mark Castro at Mark.Castro@tucsonaz.gov. Provide the variance case number in the lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any. 7. COMMENT: 2-06.4.7.A.6.a – As Park Ave. is designated as an Arterial on the COT MS&R Map provide a general note on the cover sheet stating “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R) 2-06.4.7.A.8 - For development package documents provide: 8. COMMENT: 2-06.4.7.A.8.a – Clarify why the Existing Building square footage, 9,440 sqft shown on this plan differs from the last 3 approved site/development packages, T08CM02832, DP18-0308 & DP21-0121, which show 9,153 sq. ft. 9. COMMENT: 2-06.4.7.A.8.a – It does not appear that the expansion calculation is correct. Per UDC Article 7.4.3.E the calculation is cumulative and shall include the existing 397 sqft building for a total expansion of 1,581 sq ft. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 10. COMMENT: 2-06.4.8.C – Provide the following information for Park, 21st and Sisters Way, right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 11. COMMENT: 2-06.4.9.H.5 – Site Note 15 calls out a back up spur. Clarify how this back-up spur will be delineated, i.e. curbing etc. Review UDC Article 7.4.6.F.4. 12. COMMENT: 2-06.4.9.H.5.a – Site Note 16 references “Existing parking spaces per Permit TC-COM-0323-00910”, As TC-COM-0323-00910 was not approved as a development package the parking was not permitted, remove the refence to TC-COM-0323-00910. Also, as these spaces have not been permitted/constructed, fully dimension these spaces and demonstrate that the requirements of UDC Article 7.4.6.F.4 are met along the west side of these spaces. 13. COMMENT: 2-06.4.9.H.5.a –Provide a current vehicle parking space calculation that includes the number required and provided along with the number of required & provided accessible parking spaces to include van accessible spaces. 14. COMMENT: 2-06.4.9.H.5.a – Clearly demonstrate that the requirements of UDC Article 7.4.6.D.2.b are met for the two (2) northern relocated parking spaces and for the western most parking space shown relocated along the south property line. 15. COMMENT: 2-06.4.9.H.5.d – Provide a short- and long-term bicycle parking space calculation that provides the number required and provided. 16. COMMENT: 2-06.4.9.H.5.d – Provide a detail for both the short- and long-term bicycle parking spaces that meets all requirements of UDC Article 7.4.9. 17. COMMENT: 2-06.4.9.J – As street dedication is not required or proposed for Park and the project site is adjacent to a Major Street or Route, draw the Major Street future right-of-way line for Park. (Add the MS&R future sidewalk, right-of-way lines, sight visibility triangles, etc.) 18. COMMENT: 2-06.4.9.O – Provide street perimeter yard setbacks from the proposed addition to the future right-of-way line along Park and to the south property line. 19. COMMENT: 2-06.4.9.Q – Provide the height of all structures on site within the footprint 20. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.1.A are met from the proposed addition to all adjacent streets. 21. COMMENT: 2-06.4.9.R – Provide width dimensions for all proposed sidewalks. 22. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.1.B are met along the north side of the new 24’ PAAL. Additional comments 23. COMMENT: – Based on aerial photographs there is a ramada and at least 3 water cisterns located north of the existing building. Zoning was not able to find approved permit/compliance reviews for these items, include them on this DP and demonstrate that they meet development standards.
