02/21/2023 | Site Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: PDSD Zoning Review PROJECT: COT Fire Station #14 Development Package (1st Review) TD-DEV-0123-00109 TRANSMITTAL DATE: February 21, 2023 DUE DATE: February 24, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 24, 2024. CONTENT REQUIREMENTS 1. COMMENT: 2-06.4.3 – Provide the development package case number, TD-DEV-0123-00109, adjacent to the title block on all sheets. 2-06.4.7 - General Notes The following general notes are required. Additional notes specific to each plan are required where applicable. 2-06.4.7.A - Zoning and Land Use Notes 2. COMMENT: 2-06.4.7.A.1 – The zoning, C-2, listed under Site Data sheet 1, and within the footprint of the buildings on sheets 7-10 is not correct and should be listed as R-2. 3. COMMENT: 2-06.4.7.A.4 – The use specific standards, 4.9.13.F shown under Zoning and Land Use note 16 should be relocated to be included in Site Data Proposed Use. 2-06.4.7.A.8 - For development package documents provide: 4. COMMENT: 2-06.4.7.A.8.b – Revise the lot coverage listed under Zoning and Land Use note 2 to show the building area & vehicle use area. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 5. COMMENT: 2-06.4.8.B – Provide the recordation information for all existing easements shown on the plan. 6. COMMENT: 2-06.4.8.C – Provide dimensioned width of existing paving, curbs, curb cuts, and sidewalks for Nogales Hwy on the plan. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 7. COMMENT: 2-06.4.9.A - As it appears some type of land split/reconfiguration is proposed and parcel 137-01-007B exceeds the allowed splits for a property whose boundaries are not fixed by a recorded plat which is divided into four or more lots , tracts, or parcels of land, see UDC Article 11.4.20 definition of a Subdivision, A. A minor subdivision meeting AM 2-07 is required to be submitted and approved prior to approval of this DP. 8. COMMENT: 2-06.4.9.H.2 - Show future sight visibility triangles. On a designated MS&R street, the sight visibility triangles are based on the MS&R cross-section. Show and dimension locations of the future curb & sidewalk on the plan. 9. COMMENT: 2-06.4.9.H.5.d – The bicycle parking space calculation shall provide the number required and provided. Based on the height, 28’ FT. shown under Building Data and within the footprint the required street perimeter yard setback is 28’-0”. 12. COMMENT: 2-06.4.9.O – The street perimeter yard setback shown on sheet 7 is not correct. Per UDC Table 6.4.5.C-1 the required setback is measured from the back of future curb. Show the future curb on the plan, see comment 8. 13. COMMENT: 2-06.4.9.O – The side and rear perimeter yard setbacks shown under Site Data and sheet 7 are not correct. Per UDC TABLE 6.3-2.A: DIMENSIONAL STANDARDS FOR THE R-1, R-2, R-3, MH-1, & MH-2 ZONES, R-2 Zone, Nonres Use to Res or Nores Zone the required setback is 10’ or ¾ the Height of the proposed exterior building wall. Based on the height, 28’ FT. shown under Building Data and within the footprint the required side and rear perimeter yard setback is 21’-0”. 14. COMMENT: 2-06.4.9.O – The building height, 28 FT, listed under Building Data and within the footprint of the buildings the proposed building exceeds the allowed 25 FT height, see UDC TABLE 6.3-2.A. Building height is the vertical distance measured from the design grade elevation to the highest point of a flat roof; to the deck line of a mansard roof; or to the middle (between the eave and ridge ) of the highest gable of a pitched or hipped roof. Provide building elevations with the next submittal so that the height can be verified. If the proposed building exceeds 25’ a Board of Adjustment for Variance will be required to exceed the allowed height. Any existing curb and sidewalk may remain if it is within tolerance of current standards. 2. New curb returns must have a minimum 25’ radius. 3. Where the sidewalk from the onsite circulation path ties-in to the new concrete sidewalk in the ROW, this needs to be a 5’ X 5’ ADA landing. Please show spot-grades of this landing either on the plan sheet or on the grading plan. A landing must be 60” X 60” and not to exceed 2% cross slope in any direction. 4. A TSMR (Technical Standards Modification Request) is required for the 72’ wide driveway entrance. (Note: maximum curb cut length is 35’.) 5. Protect in place existing streetlights. 6.
