(Per table 2.1 from the Retention/Detention Manual with the site being entirely B soils make sure to use the Higher Permeability multipliers) 2. On the data sheets for computing 100-yr peak discharges in the drainage report – clarify the difference in area from existing drainage area of 2.75 ac to the two post drainage areas of 1.91 ac and 0.26 ac. 3. The TSMR will be denied as it is not the correct mechanism for such a variance. The standards for driveway widths is found in city code section 25-39 along with its variance process, also since this is a city project a CMO would work as well. TD-DEV-0123-00109 ADDRESS/PARCEL: 5580 S NOGALES HY/ ZONING: C-1 This plan has been reviewed for compliance with applicable development criteria in the City of Tucson Unified Development Code (UDC) Administrative Manual (AM) Section 2-11 and Technical Manual (TM) Section for landscape, native plants and water harvesting. COMMENTS: 1. Ensure all Zoning and Engineering comments are addressed prior to the Landscape/NPPO comments. 2. Identify the on site monitor for the NPPO on the plan set. 3. Provide a maintenance schedule for the landscape and irrigation for this project. UDC 7.6.8, Admin Manual 2-10-4.2.A.4 and Technical Standards 5-01.9 4. If using d.g at a 2” depth, ensure the rainwater harvesting basins are 8” in depth to account for the d.g. 5. You must have a permit from Department of Transit and Mobility for any planting being done in the right of way. Is the visitor parking covered by photovoltaic shade canopies like the rest of the staff parking across the site? If not, please add one more tree in the landscaped area adjacent to the parking to meet the parking lot tree requirements. 9. Show all curb cuts/downspouts/splashpads on the landscape and the commercial rainwater harvesting plan. 10. Please show how this project meets the Commercial Rainwater Harvesting Code. The Site Water Budget shows a total of 27%, which is slightly more than half of what is required by the Commercial Rainwater Harvesting Ordinance, which is 50%. Please resubmit revised drawings along with a detailed response letter, which states how all Landscape Review Section comments are addressed. This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One-year Expiration date is January 24, 2024. 2-06.4.8 - Existing Site Conditions The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided. 1. A hold has been places on the C of O for Building Permit TC-COM-0123-00490 until such time as the recordation information for the water easement has been provided. COMMENT: 2-06.4.8.B – Provide the recordation information for all existing easements shown on the plan. 2-06.4.9 - Information on Proposed Development The following information on the proposed project shall be shown on the drawing or added as notes. 2. This comment was not. Per UDC Article 8.3.1.A and A.R.S. 9-463.01 the City may regulate a land split. Until the process has been submitted and approved Zoning cannot approve this DP. COMMENT: 2-06.4.9.A - As it appears some type of land split/reconfiguration is proposed and parcel 137-01-007B exceeds the allowed splits for a property whose boundaries are not fixed by a recorded plat which is divided into four or more lots , tracts, or parcels of land, see UDC Article 11.4.20 definition of a Subdivision, A. A minor subdivision meeting AM 2-07 is required to be submitted and approved prior to approval of this DP.
