TRANSMITTAL DATE: July 11, 2024

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-06. Also, compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM).

Section 3.3.3.G.5.c UDC, an applicant has one year from the date of application to obtain approval of a site plan that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A site plan application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period.

2-06.4.7 - General Notes
The following general notes are required. Additional notes specific to each plan are required where applicable.

2-06.4.7.A - Zoning and Land Use Notes

1. COMMENT: 2-06.4.7.A.6.a - As 5th St. is designated as a Collector on the COT MS&R Map provide a general note on the cover sheet stating, “THIS PROJECT IS DESIGNED TO MEET THE OVERLAY ZONE(S) CRITERIA, UDC ARTICLE 5.4 MAJOR STREETS AND ROUTES SETBACK ZONE (MS&R)”.

2-06.4.7.A.8 - For development package documents provide:

2. COMMENT: 2-06.4.7.A.8.a – Clarify why under General Note 5 you list the square footage of the proposed addition as 1,430 SF and within the footprint on sheet 3 you show each unit as 560 SF for a total of 2,240 SF.

3. COMMENT: 2-06.4.7.A.8.b – Provide a lot coverage calculation that meets the requirements of UDC Article 6.4.3 on the plan.

4. COMMENT: 2-06.4.7.A.8.c -Provide a building area expansion calculation on the plan. Until comment 2 is addressed Zoning cannot verify the calculation. Additional comments may be forth coming.

2-06.4.8 - Existing Site Conditions
The following information shall be provided on the plan/plat drawing to indicate the existing conditions on site and within 50 feet of the site. On sites bounded by a street with a width of 50 feet or greater, the existing conditions across the street will be provided.

5. COMMENT: 2-06.4.8.A – Provide the recordation information for the 10’ wide electrical easement called out near the northwest corner of the property.

6. COMMENT: 2-06.4.8.C – Provide the following information for both 5th and Baker, right-of-way width, dimensioned width of paving, curbs, curb cuts, and sidewalks.

2-06.4.9 - Information on Proposed Development
The following information on the proposed project shall be shown on the drawing or added as notes.

7. COMMENT: 2-06.4.9.H.5 – Please clarify if the PAAL to the south of the building (adjacent to the parallel parking spaces) is 1 way. If so, no further action is needed. If it's two-way, the minimum required PAAL is 20'.

8. COMMENT: 2-06.4.9.H.5.a – Under General Note 17 you show “1.5 SPACE/STUDIO, + 400 SF” & “1.0 SPACE /STUDIO, -400 SF”, Clarify which units are +400 SF & which units are -400 SF. Until this comment is addressed Zoning cannot verify parking requirements.

9. COMMENT: 2-06.4.9.H.5.a – Until the proposed PDMR is approved Zoning cannot approve this plan.

10. COMMENT: 2-06.4.9.H.5.d – The short-term provided number “2” does not appear to be correct. Per UDC Article 7.4.9.B.2.d A single rack is designed and located to accommodate two bicycles. Two (2) racks as shown on the plan would be 4 provided.

11. COMMENT: 2-06.4.9.H.5.d – Clearly demonstrate how the requirements of UDC Article 7.4.9.B.1.e are met for the short-term bicycle parking.

12. COMMENT: 2-06.4.9.H.5.d – Clarify why you have long-term bicycle cabinet detail on the plan when you state that long-term bicycle parking is provided within each dwelling unit.

13. COMMENT: 2-06.4.9.O – The required street setbacks listed under General Note 16 are not correct. Review UDC Article 6.4.5.C.2 and provide the correct required setbacks.

14. COMMENT: 2-06.4.9.O – Provide actual setback dimensions from the proposed additions to the east and west property lines.

15. COMMENT: 2-06.4.9.Q – General Note 16 you list “ACTUAL BUILDING HEIGHT = 18’-4” AFG” and within the footprint of the building you list 21’-6”. Clarify which is correct.

16. COMMENT: 2-06.4.9.R – Clearly demonstrate that the requirements of TSM Section 7-01.4.1 A are met from the proposed additions to both streets.

17. COMMENT: Keynote 9 calls out “EXISTING 5’-0” SIDE YARD FENCING. OPEN PICKET STEEL FENCING” but based on the provided survey, sheet 5 and aerial photos there is no fence along east or west property line.
