Land Use Compatibility Conditions include:
7. The top of the artificial palm tree shall not exceed sixty-five feet in height at the top of the fronds.
11. Antenna panels shall be installed and painted to match the palm fronds as appropriate. The antenna panels shall not visually extend above or below the artificial palm fronds. Future carriers are to be approved through the Zoning Compliance Review Process, Tucson Code 23A-31.

The plan set must accurately depict existing and proposed conditions - it appears in the most recent imagery that all fronds are currently missing from the monopole, they should not be shown on the plan set. The proposed elevation should reflect adherence to the above conditions limiting the height at the top of the fronds to sixty-five feet.
