This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions An impact fee payment is required for an ADU at the time of permit payment. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc. PLANS: 1. Notate a cool (white) roof finish as required by the ADU provisions. SECTIONS - DETAILS: 1. Provide concrete foundations for anchoring exterior framed wall sills with ½” anchor bolts with 7” embedment, R403.1.6 and with 6” minimum height above finished grade, R404.1.6. 2. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5). The weep screed may extend with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. 3. Attic space requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2. MECHANICAL PLANS: 1. Provide heating facilities in all habitable rooms including the bedroom, R303.9. (Mini split or an electrical base board heater). 2. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. ELECTRICAL PLANS: 1. Smoke alarms are required outside each separate sleeping area, R314.3.2. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity. 2. Show the location of a carbon monoxide detector outside of bedroom doors, when the dwelling includes an attached garage or gas appliance, R315. 3. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3. These circuits are separate from the stove. 4. Provide an exterior outlet at grade level located at both the front and back of the dwelling, E3901.7. This circuit may not be the dedicated bathroom circuit, E3703.4 and E3901.6. OUTDOOR LIGHTING CODE 1. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. | 12/20/2023 | Site Zoning | REQUIRES RESUBMIT | FROM: PDSD Zoning Review Section PROJECT: TC-RES-1223-10064 447 S EASTBOURNE AV. - R-1 New Guest house - (1st Review) TRANSMITTAL DATE: December 20, 2023 Provided a detailed comment response letter with your submittal that clearly shows how you have addressed all comments with your next submittal. This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.1 - .9, & .11 1. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Where the wall meets the eave of the roof. As wall height was not provided from design grade to the highest point of the wall, where the wall meets the peak of the eave on the east elevation, Zoning cannot determine if the perimeter yard setback requirement is met to the east property line. Based on a measurement taken with our Bluebeam review software it appears that the wall height of about 11’-6”. This height requires a perimeter yard setback of 7’-8”. If the proposed “Guest House” is to be developed as a sleeping quarters, per UDC Article 6.6.2.D a neighbors setback waiver may be used to reduce the required perimeter yard setback. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s): My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan. Signature: _____________________________ Date: _________________________________ If you are proposing to development this “Guest House” as a 2nd dwelling unit or an Accessory Dwelling Unit (ADU) a Design Development Option (DDO) must be submitted and approved to reduce the required setback. 2. For the proposed “Guest House” to not qualify as a 2nd dwelling unit or ADU all references to “KIT” shall be removed from the plan along with the references to “KIT” shown within the “New 100 Amp Sub Panel”. Also there is a reference to “Refer” circuit 5 within the “New 100 Amp Sub Panel” and an area is shown within the electrical floor plan that appears to be for a full size refrigerator. For this “Guest House” not to qualify as a 2nd dwelling unit or ADU the refrigerator must be shown as an under counter refrigerator. 3. The lot coverage calculation references “Sail cloths”, but there are no sail cloths shown on the plan. Per UDC Article 6.4.3.C.a sail cloths are not include in the lot coverage. If the sail clots that show on the current aerial photos located along the south side of the SFR are to remain show them on the plot plan and provide heights and perimeter yard setbacks to the post supporting these sails. As it appears that these sails are connected to the SFR a building permit maybe required and until the perimeter yard setbacks are provided Zoning cannot determine what process will be required to reduce the perimeter yard setback.
