This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. Consider using a design professional if unfamiliar with construction documentation. Separate the support documents from the construction plans. Place sheet numbers on each sheet of construction plans within a single PDF file. Provide a clear and concise construction plan set. Sample plans are available at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits SITE PLAN: Provide a site plan showing the location of all buildings and utilities, R106.1.1. Show the location of all utility lines to the proposed building(s) along with required service alterations. FLOOR PLAN: Provide a floor plan showing each proposed room with labeled function and dimensions. Show door locations and window sizes with type identified as XO or SH. Bedroom windows must show code compliance for egress, R310. STRUCTURAL PLANS: 1. Provide complete structural (roof framing) plans showing compliance with the IRC or provide an Arizona structural engineer plan set showing performance compliance, R301.1. Show all proposed repairs and alterations with 2018 IRC compliance, R301.1. SECTIONS - DETAILS: 1. Provide a structure section showing existing and proposed features including a foundation, sills, anchoring, framing, sheathing and insulation, R106.1. 2. Show a complete cross-section detail of the new exterior wall, R106.1.1. Show the minimum 12” x 12” continuous #4 rebar reinforced footing, R403.1. Show with dimensions the exterior wood siding, insulation, interior sheathing, and pressure treated sill anchored with ½” x 10” bolts. Show the wall assembly with a 6” clearance above the ground or 2” clearance above an exterior concrete surface, R317.1 item 5. 3. Clarify if ceiling/roof insulation is existing or proposed as the installation requirement has changed, R806. Currently an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total R-30 insulation requirement, R806.5. A single layer of batt insulation does not provide the required condensation control. PLUMBING PLANS: 1. Provide complete plumbing plans showing any changes with 2018 IRC compliance, R301.1. MECHANICAL PLANS: 1. Show heating/cooling in all habitable rooms, R303.9. 2. Provide demand calculations in accordance with Manual J standards if replacing the HVAC, M1401.3, M1601.1. Systems shall be sized in accordance with building loads calculated in accordance with Manual J. ELECTRICAL PLANS: 1. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12. 2. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2Provide proposed wiring details showing code compliant device locations and circuit sizes. Show circuit number and size with receptacles at all walls (within 6’ of any wall location) and lighting control at each doorway both interior and exterior. Receptacle, lighting and smoke detector circuits require arc-fault protection. 3. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity, R314.3. 4. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2. 5. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 6. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors with combination type arc-fault circuit interrupters, E3902.16. INTERNATIONAL ENERGY CONSERVATION CODE: Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better. Scarlett St. - R-1 Enclose carport and rear porch to add living space to home & add new front porch w/ interior remodel (1st Review) TRANSMITTAL DATE: September 27, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9, & .11 1. Provide a residential plot plan that meets all the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Safety/Plan-Examples/Plot-Plan-Example, to include but not limited to: a. Drawn to an engineering scale, i.e., 1” = 10’, 1” = 20’. b. Provide property dimensions. c. Provide the owner’s name. d. Provide a lot coverage calculation that meets the example shown on the Residential Plot Plan Requirements e. Provide legal description, “LOMA VERDE LOT 59 f. Provide a dimension from the center line of Scarlett St. to the street property line. This dimension should be 25’. g. Provide a perimeter yard setback dimension from the posts supporting the proposed front porch to the south property line. h. Show the 10’ alley easement that runs along the north property line. 2. It does not appear that the wall/fence along the north end if the property is shown correctly. Based on aerial photos it appears that the wall/fence is 10’ south of the north property line. 3. The two (2) northern most storage sheds shown on the plan show up on aerial photos sometime after 2014. Zoning was not able to find approved permit or Zoning compliance for this structure. As the square footage was not provided permit requirements cannot be determined. At a minimum zoning compliance is required. Provide the height of the structure along with perimeter yard setback dimensions. As it appears that the sheds do not meet the minimum 6’-0” perimeter yard setback at a minimum a neighbor’s setback waiver is required. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s): My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan.
