This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans. Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc. SECTIONS - DETAILS: 1. Provide a floor service with 6” minimum height above finished grade, R404.1.6. Update detail #1/A3.1. The weep screed may extend with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. 2. Show an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total insulation requirement, R806.5. MECHANICAL PLANS: 1. Provide whole-house controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. ELECTRICAL PLANS: 1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwelling. 2. Update the Riser Diagram for the close dwelling and the feeder size to the detached dwelling panel per TEP coordination, NEC 225.30 and E3403. 3. Clarify circuits # 3, 5, 13, 15 & 19 requiring GFCI rather than AFCI protection on the panel schedule, E3902.9 & 10. OUTDOOR LIGHTING CODE 1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. The fixture (page 9) in the Design Specification Standard is an unshielded design. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. | 08/23/2023 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0823-07262 2210 East Waverly Street – R-1 ADU (1st Review) TRANSMITTAL DATE: August 23, 2023 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. The site is in the R-1 zone (UDC 4.7.8). An accessory dwelling unit (ADU) is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3. 1. Provide a lot coverage calculation of the site. Lot coverage includes the area of the site covered by buildings, outdoor storage areas, and vehicular use areas, whether improved or unimproved (UDC 6.4.3.B). Total lot coverage shall not exceed 10% (UDC 6.3-2.A). 2. A rear porch, attached to the residence, appears in aerial photography in 2021. Additionally, a detached accessory structure along the south perimeter wall appears in aerial photography in 2018. Permits were not obtained for these structures. A separate building permit will be required to allow the construction to remain. 3. Indicate the location of the required motor vehicle parking space for the ADU. Per UDC 6.6.3.B.2, the parking requirement may be satisfied with available on-street parking or waived if the site is within ¼ mile walking distance of a transit stop or an enhanced bike route as listed in the Bike Boulevard Master Plan. 4. Show the ten-foot-wide utility easement along the rear of the property as depicted on the Catalina Vista subdivision plat (https://maps-and-records.tucsonaz.gov/subdivisions/details/MP-07021&). The location of the proposed ADU conflicts the existing utility easement and will ultimately need to maintain a minimum setback of ten feet from the south property line. 5. Perimeter yard setbacks are based on a measurement from design grade to the highest point of an exterior wall (see UDC 6.4.5.B. and Figure 6.4.5-A). Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required side and rear perimeter yard setbacks are six feet or 2/3 the height of the proposed exterior building wall, whichever is greater. Based on a wall height of 12’-10”, the required side and rear perimeter yard setbacks are approximately 8’-7”; proposed setbacks measured from the south and west lot lines are 8’-0”. Ensure comment four is addressed. Design Development Option (DDO) approval is required to reduce the perimeter yard setbacks.
