This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. SITE PLAN: Show the relocation of the gas meter or gas line under the addition, R106.1.1. STRUCTURAL PLANS: 1. Provide complete structural (roof framing) plans showing compliance with the IRC or provide an Arizona structural engineer plan set showing performance compliance, R301.1. Consider manufactured trusses rather than a field built system. 2. The Carport may require a permit as it is sited within the 3’ fire separation distance from a property line. Show compliance with R302.1 (City of Tucson Amended) by providing a wall with one-hour rated materials prescribed in IBC Table 721.1(2), Items 15-1.1 to 16-1.3, R106.1 or remove any structure closer than 3 feet to the property line. SECTIONS - DETAILS: 1. Show the wall assembly with a 6” clearance above the ground, R317.1 item 5. 2. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF. PLUMBING PLANS: 1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling units. ELECTRICAL PLANS: 1. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12. 2. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2. 3. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity, R314.3. 4. Show Bathroom receptacles with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6. 5. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 6. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.16. Construction of separate builds/new structures does not require a cost estimate to be provided. Instructions: 1. Navigate into the current project in the “My Work” tab. | 08/03/2023 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0723-06838 3373 North Forgeus Avenue – R-1 Addition and detached accessory structure (1st Review) TRANSMITTAL DATE: August 3, 2023 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. The site is in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.5-.9. 1. Show the five-foot-wide easements along the north and west property lines as depicted on the Winterhaven subdivision plat: https://maps-and-records.tucsonaz.gov/subdivisions/details/MP-09008&. Based on these easements it appears that the locations of the residence and proposed detached accessory structure may be incorrect on the site plan. 2. Demonstrate compliance with use-specific standard 4.9.7.B.7. For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. All parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. The existing “office” as depicted on the floor plan is considered a bedroom per UDC 11.4.3. A previous Zoning Administrator’s determination from June of 2005 states that the existing office can be considered an extension of the dining room if a five-foot-wide opening with no doors is proposed. Provide this five-foot-wide opening or show the location of the two required motor vehicle parking spaces in a side or rear yard as required by UDC 4.9.7.B.7. 3. Per Tucson Unified Development Code (UDC) Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required side and rear perimeter yard setbacks are six feet or 2/3 the height of proposed exterior building wall, whichever is greater, measured from the property lines. Based on a wall height under 9’-0”, the required setback as measured from the north property line to the detached accessory structure is 6’-0”; proposed setback is 4’-0”. Additionally, the required setback as measured from the west property line is 6’-0”; proposed setback is 2’-6”. While Zoning acknowledges that a DDO application has been submitted, per UDC 6.6.2.D, neighbor’s setback waivers may be utilized to reduce the required setbacks for the proposed accessory structure. The neighbor’s setback waivers must be signed by the property owners of 2580 East Ross Place and of 2564 East Kleindale Road. The waivers must be pasted directly on the site plan and shall include the following language: My name is _______ and I am the owner of the property at _______. I have reviewed the site plan and have no objection to the structure being located _ feet from the property line. Signature: _______ Date: _______ If a neighbor’s setback waivers cannot be obtained, then a DDO is required to reduce these setbacks.
