Site Plan Review – 2nd Review

TRANSMITTAL DATE: January 30, 2026

This site is in the R-3 Residence Zone (UDC 4.7.12). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6.

The City's Unified Development Code (UDC) (Section 1.4.1.C) establishes that before the City issues any approvals or permits; we must confirm that a site complies with UDC standards. Therefore, as part of permit reviews, we review a site's permit history and compare it to aerial photography to confirm that unpermitted work has not occurred. In many cases, this does mean that a homeowner must apply for permits for unpermitted work before we can approve any new work on that site.

Plan review for the above referenced accessory structure (studio/office) has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

1. COMMENT: Zoning acknowledges the customer’s request to update this permit to comply with Middle Housing. As such, the following requirements will be required to meet code for the ENTIRE PARCEL:

A. One tree / 1,000 floor area and 50% of the tree requirement must be located in the front yard. New trees require a depressed planting area (so as to contain water from irrigation).

B. Ensure proposed tree locations provide a minimum of 10’-0” from the mature size dripline to any adjacent utilities and 5’-0” away from any paved sidewalks and vehicular use areas.

C. An irrigated 5’-0” wide strip of groundcover is required along the street frontage (minus the sections that have a driveway and/or pedestrian sidewalk (from the street sidewalk to the units’ front entrance).

D. Provide an additional notation regarding the sizes of ALL trees and plant material and are selected from the Arizona Department of Water Resources (ADWR) approved plant list. Plant material selection must include those that are non-invasive, require low or very low water use/drought tolerant and are hardy below 15 degrees. Minimum 15-gallon size for all trees and 1-gallon for all ground cover.

E. Add a note that “All plant material must be maintained, including irrigation, in perpetuity by the owner”.

F. A total of 400 square feet of parking (two parking spaces) is permitted in the front yard. The remaining car parking must be located at the rear of the property.

2. COMMENT: Regarding the site plan as currently presented, adjust the following:

A. The property lines are graphically skewed from what is in the County Assessors Records and are missing the lengths. Update the graphics and labels per https://www.asr.pima.gov/ParcelData/Map/Arm/COT_ALL/COT_D042.PDF

B. The square footage of the existing attached 3 units are all inconsistent from what is on the Pima County’s website (property record card) https://www.asr.pima.gov/ParcelData/prc/11709/054A.pdf. Update the lot coverage table information as a result.

3. COMMENT: Zoning has acknowledged this property has a structure on-site with a with ‘contributing status’ with the National Register of Historic Places and advises the owner to contact the State Historic Preservation Office (HPO) to determine if this project will impact the status. Contact https://azstateparks.com/SHPO for more information. This comment is purely made as a courtesy as there may be tax implications. No action is required and is at the discretion of the owner.

4. COMMENT: It appears the intended use of the office-studio will serve as a Home Occupation, which in this R-3 zone, is permissible but under the Use Specific Standards under UDC 4.9.7.D and potentially E (depending on the desired use). Clarify and confirm if this is the case and regardless list what the intended use will be.

Specifically, refer to 4.9.7.E.4 as you are currently showing the accessory building in excess of 200 square feet.

5. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other PDSD reviewer comments.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:

1. Corrected building permit

2. Provide a detailed response letter with your submittal that clearly shows how you have addressed all Zoning comments.

3. Resubmit ALL documents associated with this permit (all drawings in sheet index)
