07/26/2024 | Design Review | REQUIRES RESUBMIT | Jefferson Park design manual sec. 5.6 limits the height of rear yard screening to six feet outside of building setback lines. The proposed wall exceeds the max allowable height for rear screening in the NPZ and must be reduced. Full language: 5.6: Screening of Front, Side and Rear Yards Screening of yards with walls, fences and/or vegetation can be an effective method for property owners to avoid intrusions into their privacy. In order to preserve the historic character of the Jefferson Park Neighborhood, however, such screening should be historically appropriate. Advisory Guidelines: Follow the guidelines below when providing privacy screening. 1: Front yards in the Jefferson Park Historic District have historically been left open to the street and are not considered private outdoor living spaces. NOTE: For properties to maintain their status as contributing properties to the historic district, screening in front yard must not exceed forty-eight inches (48”) in height. 2: Side yards: Where screening is desired along property lines between buildings, a hedge or vegetative screen of low water use plants is the preferred method. Walls and fences are also allowed. See Chapter 4.4: Mitigation of Privacy Intrusions from Windows regarding opaque screening along property lines or in front of windows. In order to protect access to light and air, the Tucson Land Use Code limits the height of screening outside building setback lines to six feet above design grade. 3: Rear yards may be screened by walls, fences or vegetation, with the latter being preferred. This site is located in the NR-1 zone (UDC 5.10.3). 1. Zoning cannot approve until the NPZ and DDO are approved. 2. NPZ review for compliance with the neighborhood design manual is required.
