This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. Separate the submitted files with the construction plan set and support documents in different files. Place sheet numbers on each sheet of construction plans. Provide a clear and concise construction plan set. Sample plans are available at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits SITE PLAN: 1. The water lines from meter to buildings require updating for minimum compliance, R106.1.1. 2. The proposed ADU requires a new street address, R319. PLANS: 1. Provide a complete construction plan set showing 2018 IRC compliance, R106.1.1. Consider using a design professional if unfamiliar with construction documentation. FLOOR PLAN: Provide a floor plan showing each proposed room with labeled function and dimensions. Show door locations and window sizes with type identified as XO or SH. Include the loft area, 2018 IRC Appendix Q. STRUCTURAL PLANS: 1. Provide complete structural (loft framing) plans showing compliance with the IRC or provide an Arizona structural engineer plan set showing performance compliance, R301.1. SECTIONS - DETAILS: 1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. PLUMBING PLANS: 1. Provide complete plumbing plans showing any changes with 2018 IRC compliance, R301.1. 2. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling units. 3. Show an individual accessible water supply shut off and water heater for the proposed dwelling building, P2903.9.1. ELECTRICAL PLANS: 1. Provide a note stating: Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors installed with combination type arc-fault circuit interrupters, E3902.16. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better. Impact fees will be assessed. This unit will have to adhere to section 6.6.3.E of the UDC. COMMENT: Based on the plat map provided, the property lines located for this property seem to be directly abutting the proposed casita. The distances shown on the site plan are to the fence and not the property line. Setbacks are measured from structure to property line. The correct property lines must be shown on the plan before zoning can or start the DDO process. When the property lines are correctly shown a Design Development Option can be processed to reduce setbacks standards for the western property line. Please show the correct property lines on the plans and provide the proposed setback. DDOs can reduce setbacks down to 1’ Additional zoning comments may be forthcoming.
