PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PLANS:

1. Notate a cool (white) roof finish as required by the ADU provisions.

SECTIONS - DETAILS:

1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF. Clarify the ceiling/roof insulation detail showing the air-impermeable rigid insulation material adhered to either side of the roof sheathing and the batt insulation in contact with the roof material. Also, show the batt insulation extended over the wall top plate.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwellings and show an appropriate water meter size.

MECHANICAL PLANS:

1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting.
2. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D.

ELECTRICAL PLANS:

1. Clothes Washer and Dishwasher GFCI: receptacles require readily accessible protection typically from an upstream device, E3902.9 & 10. Add notation to plans.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

01/08/2024 Site Zoning REQUIRES RESUBMIT ZONING REVIEW TRANSMITTAL

FROM: Wyatt Berger
Lead Planner

PROJECT: TC-RES-0124-00117
4898 East Cecelia Street – R-1
New ADU (1st Review)

TRANSMITTAL DATE: January 8, 2024

Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed.

The site is in the R-1 zone (UDC 4.7.8). An accessory dwelling unit (ADU) is permitted in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, .9, and 6.6.3.

1. Remove the existing and proposed patios from the lot coverage calculation as roofed areas, open on at least one side, which provided shelter to exterior areas, provided they are not used for utilities, maintenance, laundry, storage, or motor vehicle parking, are excluded from the lot coverage calculation (UDC 6.4.3.C.1.a).

2. Show the existing five-foot-wide easement on the site plan as depicted on the Hoffman Addition subdivision plat: https://maps-and-records.tucsonaz.gov/subdivisions/details/MP-09030&.

3. Ensure the street property lines are accurately depicted by providing dimensions from the centerlines of Cecelia Street and Niven Avenue to the edges of curb, and from the centerlines of Cecelia Street to Niven Avenue to the property lines. Refer to Paving Plan I-617 for specifics: https://maps-and-records.tucsonaz.gov/construction-plans/details/I-617.

4. Per UDC 6.6.3.B.2, in addition to the two parking spaces required for the principal use, one parking space shall be provided for the accessory dwelling unit. The parking requirement may be satisfied with available on-street parking or waived if the site is within ¼ mile walking distance of a transit stop or an enhanced bike route as listed in the Bike Boulevard Master Plan. Show the locations of all required motor vehicle parking spaces on the site plan.

5. Provide a general note stating that the ADU will be developed with a high albedo level (>60 SRI) or other cool roof technology per the ICC Green Construction Code (UDC 6.6.3.B.3).

6. Per UDC 6.4.5.C.1.b, where a lot abuts more than one street, the owner chooses which street lot line is the front lot line. From other the front lot line, the street perimeter yard is ten feet, as measured from the street property line.

If the required side street perimeter yard cannot be reasonably met, Design Development Option (DDO) approval is required to reduce the side street perimeter yard. The DDO application and requirements can be found at: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/planning-amp-zoning/2019_ddo_for_setback_and_height_udc.pdf. Submit a copy of your DDO application under permit number TC-RES-0124-00117. Contact Georgia.Pennington@tucsonaz.gov if you have questions about the DDO process.
