Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-MDP-1025-00701 – Residential Building – New SFR per Blackhawk L019 Archer (Model Master Plan TC-MDP-1025-00678 5998 E BENBURB LN TUCSON, AZ 85756 (R-1 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: December 04, 2025 This site is in the R-1 Residence Zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9 for 1 unit; 4.9.7.B.1 - .9, & .11 for 2 units (min. 10,000 sq ft lot size required). Plan review for the above referenced single-family residence has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PLANS AND ELEVATIONS OR DRAWING SET: 1. COMMENT: The site plan provided is incomplete. a) A note stating a ‘fence length of 121.0’ is provided but there is no indication on the plans of where this fence (or wall) is located graphically. Clearly demarcate on the plans where the proposed fence or wall is located, label this element and provide dimensions totaling the dimension you provided. Per UDC 6.6.2.I, the maximum height of a wall or fence within a perimeter yard shall be six feet; however, the wall or fence may be higher than six feet, but no higher than ten feet, if: (See Figure 6.6.1-A, Height of Wall or Fence within a Side or Rear Perimeter Yard.). Fences / walls up to 6'-0” allowed "by right". Permits under 7'-0” does not require a permit. 7'-0” and taller requires a permit and the wall must be structurally engineered. Over 6'-0” and up to 8'-0” tall - A Design Development Option (DDO) Special Application Zoning Approval Process is required. This is an Administrative Review process with public notice. Over 8'-0” up to 10'-0” tall - A Board of Adjustment Variance is required. This is a public hearing process with public notice. Provide the height of the fence or wall as measure from finish grade along multiple locations along the stated 121’-0” long fence run. Email the zoning reviewer if you plan to pursue either a DDO of Board of Adjustment Variance route at jeffrey.cassidy@tucsonaz.gov and while referring to the application instructions provided below. b) Dimension driveway width. As shown currently on the plans the width appears to be approximately 16’-0” wide. Per UDC Table 7.4.4-1, under the Residential Use Group and Single-Family Dwellings, two spaces per dwelling unit plus visitor parking required at a ratio of 0.25 space per unit. Exception. Residential development in the R-1 zone must comply with Section 4.9.7.B.7. Additionally, per UDC Table 7.4.6-1 a parking space that is designed to a 90 degree angle is required to be 8.51’ wide. With two spaces required the driveway will need to be a minimum of 17’-0” wide to meet code c) Provide missing zoning labels on all four sides of this parcel including this parcel. d) Update notes 2 and 3 to include the added statement: “but will meet the City of Tucson Unified Development Code standards”. 2. COMMENT: Per Section 7-01.0.0 of the UDC Technical Standards Manual and the City of Tucson Inclusive Home Design Ordinance (https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf ), all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway (or apron), sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the ADA Accessibility Standards (https://www.access-board.gov/ada/chapter/ch04/). See TSM 7-01.4.3 for specifications, including slope and composition materials. Zoning was unable to determine if the intended model porch detail to be used will be 221/A7.1 or not (to achieve ADA accessibility). Please clarify. 3. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments.
